<br />MINUTES Page 3 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-January 3, 2005 <br /> <br />A Certificate of Recognition was presented to Harold Kitzmann (San Leandro Optimist <br />Club) for being named "2004 Team Player of the Year" by the San Leandro Chamber of <br />Commerce. <br /> <br />3. PUBLIC HEARINGS <br /> <br />Public Hearing Comments are limited to 5 minutes per person, subject to adjustment by the <br />Mayor. When you address the City Council, you should fill out a speaker card and submit it <br />to the City Clerk so the order of speakers may be determined and an official record of names <br />and addresses obtained. <br /> <br />A. Matter of the Establishment of Assessment District No. 2004-1 (Walnut Drive) <br />(establishes assessment district to provide a paved roadway on Walnut Drive). Cost: <br />$335,000. Funding: $104,006 from seven property owners and $230,994 from the <br />City. Continued Public Hearing from December 6, 2004. <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />Jermanis gave an overview of the item and a summary of the events which have <br />occurred since the December 6, 2004 Public Hearing on this matter. <br /> <br />Mr. Jermanis indicated that property owners would have two options for paying the <br />assessment: 1) the assessment can be paid along with the property tax bill; or 2) the <br />assessment can be added to the value of the property and paid at the time the property is <br />sold. The property owners will be given a final accounting of the actual project cost <br />after the work is completed toward the end of the year. <br /> <br />The Hearing was then opened to the public. <br /> <br />Letty Flores, San Leandro resident, addressed the City Council, expressing interest <br />in having another meeting between staff and the residents of Walnut Drive prior to the <br />Council's vote on the assessment district and seeing a visual representation of the <br />work to be performed. Ms. Flores suggested that there may be language barriers with <br />some of the residents. <br /> <br />Bo Johansen, San Leandro resident, addressed the City Council, listing his <br />concerns with the project and suggesting alternative ideas. Mr. Johansen noted that <br />he had a positive conversation recently with Principal Engineer Keith Cooke and <br />expressed interest in having more of this type of communication and input on the <br />project. He indicated that there are residents that have communication issues due to <br />language. <br /> <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council, supporting the <br />efforts of Mr. Johansen and other residents of Walnut Drive. Mr. Filipovich stated his <br />opinion that Walnut Drive residents should not have to pay for the proposed street <br />improvements. <br />
