<br />MINUTES Page 4 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-January 3, 2005 <br /> <br />There being no further comments from the public, and without objection, the Public <br />Hearing was closed. <br /> <br />Mr. Jermanis stated that the City has been working with the residents of Walnut Drive <br />for well over a year on the proposed street improvements. He indicated that developers <br />are responsible for installing streets, and the City is responsible for the ongoing <br />maintenance. Mr. Jermanis noted that when Walnut Drive was annexed into the City, <br />the street was unimproved, and no money was provided for its improvement. He further <br />noted that Mr. Johansen has met with City staff on several occasions, and staff has <br />informed him of the proposed improvements. Mr. Jermanis stated that there is no <br />urgency on the part of the City to make the improvements, and the primary benefit will <br />be for the property owners. <br /> <br />Mr. J ermanis stated that he sent a letter to the property owners, indicating his <br />availability to meet with them even though City Offices would be closed the last week <br />of December. Only one of the residents responded to the letter, and Mr. Jermanis spoke <br />with the resident regarding the assessment district. Mr. Jermanis noted that the street, <br />sidewalks, curbs and gutters will be constructed on the existing public right-of-way <br />which is owned by the City, and the City is not acquiring any property for this project. <br />He indicated that the street and sidewalks will be of standard width with the exception <br />of the end of the street which will not have a full turn-around. The turn-around will be <br />designed by the Engineering Department and submitted to the Fire Department for <br />approval. Mr. Jermanis indicated that City staff have had lengthy discussions with the <br />property owners, and the project cost to the owners has been fixed, so little remains to <br />be discussed except perhaps review of the final project design. <br /> <br />Councilmember Grant stated that one of her concerns from the December 6 meeting <br />was the issue raised by the residents about not knowing the cost of the project. She <br />noted that the staff report indicates that the cost to the property owners is capped. <br />Councilmember Grant asked if the cost information had been communicated to the <br />property owners, and Mr. Jermanis indicated that it had. <br /> <br />Councilmember Nardine asked Mr. Jermanis to explain the relocation ofthe light poles. <br />Mr. Jermanis referred the question to Principal Engineer Cooke. Mr. Jermanis pointed <br />out items listed on a spreadsheet which was sent out to the Walnut Drive residents. He <br />noted that the Fire Department has requested that an additional fire hydrant be installed. <br />He further noted that the manholes on Aurora Drive would be paid for by the City, and <br />the cost for the two manholes on Walnut Drive would be split between the City and the <br />residents. Mr. Jermanis indicated that none of the improvements on Aurora Drive <br />would be charged to the Walnut Drive residents. Mr. J ermanis commented that because <br />the majority of the property owners had already indicated their interest in forming the <br />assessment district, staff did not feel it was necessary to hold another residents' meeting. <br /> <br />Mr. Cooke stated that if the street is a standard 36-foot width, the light poles would be <br />too close to the street and would need to be moved. Mr. Cooke indicated that PG&E <br />has a franchise in the City and would be required to relocate the poles. He stated that <br />the cost for relocating the poles would be borne by PG&E. <br />
