<br />MINUTES Page 11 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-January 18, 2005 <br /> <br />Councilmember Santos noted that under the new policy, individual Councilmembers <br />could solicit gifts, but there is no written procedure for doing so. He commented that he <br />does not believe individual Councilmembers should have the authority to solicit gifts. <br /> <br />Councilmember Grant commented that gifts can also be sponsorships. She asked about <br />situations in which an individual Councilmember has a connection that would allow the <br />City to receive corporate sponsorship of a City program or event. <br /> <br />Councilmember Santos commented that there should be a method in place for soliciting <br />funds or gifts for City programs or events. He expressed concern that the policy needs <br />further refinement; otherwise, it would be open to interpretation. He suggested having a <br />solicitation mechanism in place for specific City events, such as the Mayor's Cup, <br />Sausage and Suds Festival and the Cherry Festival. Councilmember Santos stated that <br />he felt it was not a good idea for individual Councilmembers to solicit donations. He <br />commented that a number of organizations have indicated to him that when they have <br />been solicited, they have felt intimated into responding. Councilmember Santos stated <br />that it is important to "eliminate this cloud," but was unsure how to do it. <br /> <br />Councilmember Glaze suggested that the matter be sent back to the Rules and <br />Communications Committee for further discussion and then brought back when the full <br />Council is present. <br /> <br />Vice Mayor Badger agreed that the matter should be referred back to the Rules and <br />Communications Committee to clarify the procedures for solicitation of donations and <br />sponsorships by Councilmembers. <br /> <br />The City Council moved to refer the matter back to the Rules and <br />Communications Committee for further discussion. <br /> <br />M/S/C Glaze and Santos.
