MINUTES Page 11
City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-January 18, 2005

Councilmember Santos noted that under the new policy, individual Councilmembers
could solicit gifts, but there is no written procedure for doing so. He commented that he
does not believe individual Councilmembers should have the authority to solicit gifts.

Councilmember Grant commented that gifts can also be sponsorships. She asked about
situations in which an individual Councilmember has a connection that would allow the
City to receive corporate sponsorship of a City program or event.

Councilmember Santos commented that there should be a method in place for soliciting
funds or gifts for City programs or events. He expressed concern that the policy needs
further refinement; otherwise, it would be open to interpretation. He suggested having a
solicitation mechanism in place for specific City events, such as the Mayor's Cup,
Sausage and Suds Festival and the Cherry Festival. Councilmember Santos stated that
he felt it was not a good idea for individual Councilmembers to solicit donations. He
commented that a number of organizations have indicated to him that when they have
been solicited, they have felt intimated into responding. Councilmember Santos stated
that it is important to "eliminate this cloud," but was unsure how to do it.

Councilmember Glaze suggested that the matter be sent back to the Rules and
Communications Committee for further discussion and then brought back when the full
Council is present.

Vice Mayor Badger agreed that the matter should be referred back to the Rules and
Communications Committee to clarify the procedures for solicitation of donations and
sponsorships by Councilmembers.

The City Council moved to refer the matter back to the Rules and
Communications Committee for further discussion.

M/S/C Glaze and Santos.
