<br />MINUTES Page 11 <br />City of San Leandro City Council, San Leandro Redevelopment Agency and San Leandro Economic Development <br />Agency Joint Meeting-February 7, 2005 <br /> <br />that brought the faith community to HRC meetings was the study on <br />discrimination in housing. <br /> <br />Mayor Young suggested that the Council could consider disbanding the <br />HRC and creating task forces when issues arise. <br /> <br />Councilmember Grant spoke in favor of retaining the committee. She <br />acknowledged that the committee is somewhat reactive, but much of the <br />work of the HRC has been around discriminatory practices in housing and <br />race-related matters and, fortunately, it has been a couple of years since there <br />have been any real issues in these areas. Councilmember Grant stated that <br />she would not want to do away with the committee, since there would not be <br />a formal structure in place to handle these types of issues when they emerge. <br /> <br />Councilmember Santos suggested that the committee be suspended subject <br />to call. Mayor Young noted that the HRC only meets currently when there <br />are issues to discuss. <br /> <br />12. CITY COUNCIL COMMENTS <br /> <br />Councilmember Santos commented regarding free-standing basketball hoops and asked if <br />they are regulated under the Community Preservation Ordinance. He stated that he almost hit <br />one with his car that was standing upright in the street about four feet from the curb, and he <br />saw one today lying in the middle of the street. Ms. Ornelas stated that free-standing <br />basketball hoops are required to have an encroachment permit if they are placed in the public <br />right-of-way. She asked Councilmember Santos to provide her with the address and the <br />Community Compliance staff will notify the property owners to move the hoops out of the <br />street. <br /> <br />Councilmember Santos commented that he has been receiving a lot of calls about odor, <br />particularly in the Doolittle Drive area, and the callers state that the odors are emanating from <br />the wastewater treatment plant, Davis Street Transfer Station, Stericycle, the bay, etc. <br />Councilmember Santos asked how we can monitor and control odor in that corridor. <br /> <br />Councilmember Glaze commented that the Council has been looking for something to name <br />after Valance Gill, who was a former mayor and District 2 councilmember. Councilmember <br />Glaze suggested that a referral be made to the Rules and Communications Committee to <br />consider renaming the South Branch Library after Val Gill. There was consensus of the <br />Council to refer the matter to the Rules and Communications Committee for discussion. <br /> <br />Councilmember Grant commented that she received information from a national housing <br />organization regarding the President's consideration of dismantling the current system for <br />housing funding and creating huge block grants in its place. She mentioned an upcoming <br />meeting to discuss the effects this change will have on public housing. <br />
