<br />MINUTES Page 10 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-March 21, 2005 <br /> <br />Vice Mayor Badger asked for clarification regarding the funding for Sister City official <br />visits. He expressed concern that one section of the guidelines states that expenses for <br />visitors from Sister Cities will not be funded nor reimbursed, while another section <br />refers to expenses for official visits by San Leandro officials being paid by the host city. <br /> <br />Councilmember Grant clarified the intent of the language, noting that the City of San <br />Leandro would not request funding from the host city for an official visit; however, any <br />payment of expenses offered by the Sister City would be taken into consideration. <br />Councilmember Grant suggested that Councilmembers read through the guidelines and <br />highlight those areas on which they have questions or would like more clarity and refer <br />those items back to the Human Relations Committee. <br /> <br />Mayor Young suggested that perhaps the language in the guidelines could be made <br />more general. Councilmember Grant noted that the Committee had discussed the <br />matter and opted to provide more specificity, so that the guidelines were less open to <br />interpretation. <br /> <br />Mayor Young commented that since there is no urgency to adopt the guidelines, the <br />matter could be referred back to the Human Relations Committee for further refinement, <br />and the Committee could review the invitation from Ponta Delgada at the same time. <br /> <br />Councilmember Santos commented that if a member of the Council is interested in <br />participating in an official visit and is willing to pay his or her own way, that individual <br />should have the right to go, and the Committee should not dictate who should and <br />should not go. Mayor Young suggested that Councilmember Santos write down his <br />comments and forward them to the Human Relations Committee. <br /> <br />Councilmember Grant acknowledged the diligent work of Community Relations <br />Representative Kathy Ornelas in researching the information for the Sister City <br />guidelines. Mayor Young concurred, noting Ms. Ornelas did a stellar job. <br /> <br />This matter was referred back to the Human Relations Committee for further <br />refinement. <br /> <br />C.
