Resolution No. 2005-044, Resolution Approving an Agreement Between the City of <br />San Leandro and R3 Consulting Group, Inc. for a Five Year Performance Review and <br />Financial Assessment of Alameda County Industries (ACI) (performs review as <br />required by the Franchise Agreement with ACI). Cost: $39,923. Funding: To be <br />reimbursed fully by ACI. (2323) <br /> <br />Councilmember Starosciak noted the term "revenue neutrality" was used in the contract, <br />and asked for a definition. Mr. J ermanis responded that, as it relates to the ACI <br />contract, it means that if ACI takes waste material to a location other than the Davis <br />Street Transfer Station, ACI will pay the fee equivalent to that which the City would <br />receive in business license and franchise fees, so that the City would not lose revenue <br />based on a business decision by ACI. Mr. Jermanis commented that it is a provision of <br />the contract that every five years, there would be an independent review of the services <br />provided by ACI to ensure it is meeting the objectives of the contract. <br />
