<br />MINUTES Page 8 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-May 2, 2005 <br /> <br />Councilmember Santos stated that, while he would defer to Vice Mayor Badger's <br />decision regarding to where this matter should be referred, he restated his preference to <br />refer the matter to the Planning Commission, as the process would be more expedient. <br /> <br />Mr. Jermanis expressed appreciation for Council's thoughtful comments on this matter, <br />noting that staff had looked at the project solely from the standpoint of the positive <br />aspects. He suggested that the two issues could be reviewed on a parallel track: the <br />broader issue of industrial and commercial conversions from rental to ownership could <br />be considered by the Business Development Committee, and the considerations for the <br />433 Estudillo project could be referred to the Planning Commission for <br />recommendation. <br /> <br />Vice Mayor Badger supported the idea of the parallel track. <br /> <br />Councilmember Stephens commented that the applicant should view this as a temporary <br />delay while the Council gathers more information. He expressed his belief that as the <br />project is examined, the positive aspects of the project will become evident to the <br />community. <br /> <br />Councilmember Nardine agreed with Councilmember Stephens. She expressed <br />appreciation to the applicant for the innovative project being presented to the Council, <br />and to the City Manager for the suggestion of the parallel track. <br /> <br />Ms. Quinn inquired about the timing of the process, stating that the project is on a very <br />short timeline with its loan commitment. <br /> <br />Mr. Horn stated that the earliest date the matter could be considered by the Planning <br />Commission would be May 26. <br /> <br />The City Council moved to refer the matter to the Business Development <br />Committee and the Planning Commission for review and recommendation. <br /> <br />M/S/C Badger and Starosciak. Resolution No. 2005-058, Resolution Amending the San Leandro Non-Represented <br />Part-Time Salary Schedule to Add an Office Assistant V Classification to the Office <br />Assistant I-IV Series (creates an Office Assistant V classification and establishes the <br />salary range). (1177) <br /> <br />Councilmember Santos stated that he would like to see the job description for the Office <br />Assistant V classification. <br /> <br />Councilmember Starosciak asked if the jobs are temporary positions. Mr. Jermanis <br />replied that some are temporary, while others, such as in Recreation, are considered to <br />be continuing part-time positions. He noted that the classifications are structured to <br />offer opportunity for progression. Councilmember Starosciak asked if the matter has <br />been reviewed with the City employees' association.
