Cost: $4,705,000. Funding: Low and Moderate <br />Income Housing Fund. (Moved to Item 9. Items Removed from Consent <br />Calendar.) (1034/1485/D-1391) <br /> <br />9. ITEMS REMOVED FROM CONSENT CALENDAR <br /> <br />Public comments are limited to 3 minutes per speaker per item, subject to adjustment by the <br />Mayor. <br /> <br />8.A. Minutes of the Meeting of May 2,2005. <br /> <br />Councilmember Santos requested that his comments on page 7, paragraph 2 of the <br />minutes be revised to read, "He suggested referring the matter to either the Planning <br />Commission or the Board of Zoning Adjustments, whichever had the authority to hear <br />the matter." <br /> <br />- Approved with revisions to comments under Item 8.D. <br /> <br />M/S/C Santos and Stephens. Matter of Approval of a Communications Site Lease for Construction and Maintenance <br />of a Wireless Communications Site at Monarch Bay Golf Course (authorizes a five-year <br />site lease with New Cingular Wireless PCS and a side letter agreement with American <br />Golf Corporation to permit construction and operation of a wireless communications <br />site). <br /> <br />Councilmember Nardine asked where the physical site will be located. She recalled that <br />the City has made loans to AGC and asked why the agreement with AGC requires a <br />payment to them. Mr. J ermanis noted that the City has been trying to improve wireless <br />communication in the Marina area. Under the agreement, an existing pole which holds <br />up netting at the course property will be replaced with a taller pole which will also serve <br />as an antenna. Mr. Jermanis stated that AGC has no outstanding loans with the City. <br />Under the agreement, the City would prepay AGC's share of the lease revenue in <br />exchange for their allowing the antenna to be placed along Fairway Drive at the driving <br />range. <br /> <br />Assistant to the City Manager Eric Figueroa reported that AGC enjoys quiet enjoyment <br />of the lease area, and the City would be infringing upon it by erecting the antenna. In <br />order to do this, the City will share 25% of its lease revenue, which AGC will receive up <br />front. If other applicants wish to locate on the property leased to AGC, AGC would <br />
