Schedule for Council consideration the approval of the proposed Fiscal Year <br />2005-06 non-general fund Capital Improvement Program projects. <br /> <br />By consensus, the City Council approved this recommendation. <br /> <br />12. CITY COUNCIL COMMENTS <br /> <br />Councilmember Santos commented that Councilmember Starosciak, Assistant City Manager <br />Steve Hollister and he attended the League of California Cities Legislative Action Days in <br />Sacramento last week. He reported that they met with several legislators, and he was able to <br />set up a meeting with Senate President pro Temp Don Perata. Councilmember Santos noted <br />that the League's two main concerns are the Proposition 42 proceeds for transportation and <br />the takeaway of redevelopment funds from cities. During the session, the Governor addressed <br />the group and vowed to fully implement Proposition 42 and return $1.3 billion to cities. The <br />League is urging cities to send a letter to the editors of their local newspapers supporting this <br />action. <br /> <br />Councilmember Starosciak commented that, in the Governor's speech, he pledged full <br />funding for Proposition 42. She noted that, although Proposition lA protects cities' general <br />fund revenues, there is no protection from redevelopment funds being taken. The League has <br />set as a priority lobbying efforts to prevent the State from taking additional redevelopment <br />funds. Councilmember Starosciak stressed the need for the City to stay in contact with its <br />legislative representatives to keep them informed about the important City projects being <br />funded through redevelopment funds to revitalize the community. <br /> <br />Mayor Young commented that the Prop 42 revenue from gas tax has never been awarded to <br />the cities since passage, and only a small portion of the funding is being provided in the <br />Governor's current budget. She noted that education and health care supporters are <br />advocating an equal division of the Prop 42 revenue. There is also talk about using part ofthe <br />Prop 42 funds to begin repaying the Vehicle License Fee (VLF) to cities. She indicated that <br />she would not be sending letters to the editors supporting the currently proposed <br />implementation of Prop 42; however, any Prop 42 funding received will help to fund <br />desperately needed local street and road improvements. <br /> <br />Vice Mayor Badger commented on Afu Chan, a talented local teenage artist who won the <br />Congressional Art Competition for California's 13th District. Vice Mayor Badger noted that <br />he served for seven years on the Board of Zoning Adjustments (BZA), and occasionally the <br />BZA would examine trends in businesses, such as check cashing, nail shops, cigar stores and <br />drugstores. He suggested looking into an ordinance to limit the proliferation of same and <br />similar types of businesses concentrated in a particular area. <br /> <br />Councilmember Grant commented that she is currently a member of the League's <br />Environmental Quality Policy Committee. She announced that her nephew is featured as an <br />outstanding scholar on page 66 ofthe latest issue of Ebony magazine. <br />
