<br />MINUTES Page 8 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-June 6, 2005 <br /> <br />that it is important for the City to recognize that, in order to provide inclusionary <br />housing in the City, there is a cost, and the cost is higher density. Councilmember <br />Starosciak noted that it will be difficult to meet all the conditions for the project, <br />comply with the Inclusionary Zoning Ordinance and keep the project's neighbors <br />happy. She indicated that she likes the proj ect. <br /> <br />Councilmember Santos expressed agreement with Councilmember Starosciak's <br />comments. Regarding the traffic issue, he asked staff to address the various options. <br />Mr. Udemezue stated that the traffic study performed by TJKM addressed a number <br />of options for the intersection. Staff felt that Option 2b, recommended by TJKM with <br />right in and right out access, would create negative impacts and worsen traffic <br />conditions in the area. After reviewing the report, staff chose the option it felt created <br />the least impact for the area. <br /> <br />In response to Councilmember Nardine's question regarding the sanitary sewer, Mr. <br />Udemezue indicated that two options were outlined in the Sewer Capacity Study. <br />Staff concurs with the recommendation in the report to connect the line on the west <br />side of Washington Avenue with the 30-inch line and has chosen this option. <br /> <br />Councilmember N ardine requested clarification regarding whether or not the <br />intersection will be a 4-way aligned intersection. Mr. Udemezue indicated that it <br />would be a 5-way intersection. She noted for the record that the Planning <br />Commission did not unanimously support the 5-way intersection design. Mr. <br />Udemezue stated that there was no opportunity to align the intersection with <br />Washington Avenue, and the current design is the best under the current conditions. <br />Councilmember Nardine asked how long the project would take to complete. Mr. <br />Evans replied that from the start of construction, the project would take <br />approximately 1 year to 18 months. He noted that the site work, including the <br />widening of Washington, undergrounding of power lines and signalization, would be <br />completed first. The site work would likely be completed within the first 5 or 6 <br />months. Mr. Evans added that the Chin family had requested that the developer <br />accommodate their concerns regarding construction traffic entering and exiting the <br />project. To address the Chin's concerns, the developer will try to enter the project site <br />from one of the driveways further away from the Chin property, particularly during <br />the site work phase. <br /> <br />Councilmember Stephens asked whether the access option to the Chin property was <br />deeded. Mr. Evans indicated that it would be an easement and maintenance <br />agreement between the Chins and the homeowners association. Councilmember <br />Stephens asked if the agreement would be transferable in the event the Chins sold <br />their property. Mr. Evans stated that the agreement would be transferable. Mr. Evans <br />added that he informed the Chin family that there would be no maintenance cost to <br />them as long as there is only one home on their property. If their property is further <br />developed at some point in the future, an agreement for sharing the maintenance costs <br />of the entryway would need to be made. <br /> <br />The Hearing was then opened to the public. <br />
