<br />MINUTES Page 3 <br />City of San Leandro City Council, San Leandro Economic Development Agency, San Leandro Housing Finance <br />Corporation, San Leandro Parking Authority, San Leandro Public Financing Authority, and San Leandro <br />Redevelopment Agency Joint Meeting-June 20, 2005 <br /> <br />A. Matter of Adopting the City Manager's Proposed Budget, Fiscal Year 2005-06 <br />(Including San Leandro Redevelopment Agency, San Leandro Economic Development <br />Agency, San Leandro Housing Finance Corporation, San Leandro Parking Authority, <br />and San Leandro Public Financing Authority) (adopts City Manager's proposed Fiscal <br />Year 2005-06 budget and establishes the Gann appropriations limit). <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />J ermanis narrated a PowerPoint presentation which provided an overview of the <br />proposed Fiscal Year 2005-06 budget, including recommendations for balancing the <br />budget through a combination of budget reductions, a use of reserves and two proposed <br />revenue ballot measures. Finance Director Jesse Baloca provided information on the <br />City's revenues, expenditures and reserves. City Engineer Ken Joseph presented <br />information on the Capital Improvement Program (CIP) and the challenges of funding <br />capital projects in the current budgetary environment. Mr. Joseph described the projects <br />and their funding sources proposed for the coming year. <br /> <br />The Hearing was then opened to the public. <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council regarding <br />subsidized versus non-subsidized taxpayers, making reference to a non-identified <br />document. Mr. Filipovich commented that nothing in the City's proposed budget is <br />essential. <br /> <br />There being no further comments from the public, and without objection, the Public <br />Hearing was closed. <br /> <br />Vice Mayor Badger commented that the City has struggled with the issue of public <br />safety staffing for years. The City tried to address the issue with the Public Safety <br />Parcel Tax but the measure did not receive the necessary two-thirds vote to pass. Vice <br />Mayor Badger stated that the public needs to know that the members of the City Council <br />are committed to preserving public safety. <br /> <br />A motion was made by Vice Mayor Badger, seconded by Councilmember Santos, <br />to adopt the resolutions approving the Fiscal Year 2005-06 budgets for the City of <br />San Leandro, San Leandro Redevelopment Agency, San Leandro Economic <br />Development Agency, San Leandro Housing Finance Corporation, San Leandro <br />Parking Authority, and San Leandro Public Financing Authority, and adopting <br />the resolution establishing the Gann appropriations limit. <br /> <br />Councilmember Starosciak asked if the budget proposed for adoption is the same as the <br />draft received by the Council. Mr. J ermanis confirmed that is correct. Councilmember <br />Starosciak asked if that meant that the police officers would not be reinstated in the <br />budget. Mr. Jermanis indicated that they would not be reinstated at this time; however, <br />he mentioned that, in recognition of the City Council's interest in bringing the Police <br />Department up to a minimum level of staffing, 2 additional police officers would be <br />
