<br />MINUTES Page 14 <br />City of San Leandro City Conncil and San Leandro Redevelopment Agency Joint Meeting-September 6, 2005 <br /> <br />Councilmember Nardine commented that for future events, an adequate number of <br />bicycle racks should be made available. Mayor Young stated that she will pass on <br />Councilmember Nardine's comments to the School District as well as to local <br />service groups that may be interested in a service project. <br /> <br />12. CITY COUNCIL COMMENTS <br /> <br />Councilmember Nardine commented on complaints received by the Alameda County <br />Mosquito Abatement District regarding poorly-maintained private swimming pools as a <br />breeding ground for West Nile Virus. She noted that the District sends staff out to investigate <br />such complaints and has the authority to order the homeowner to clean up if necessary. <br />Councilmember Nardine commented that one local city has an ordinance restricting the <br />conversion of pools to ponds. <br /> <br />Councilmember Starosciak requested that staff study the left-turn lane at the intersection of <br />eastbound Washington at Lewelling, as there may be timing or signal issues. She also <br />suggested that Council have a discussion regarding ordinances for managing the conduct of a <br />potential runoff election in November 2006. Mayor Young suggested that the matter be <br />referred to the Rules and Communications Committee. There was consensus of the Council <br />to do so. <br /> <br />Councilmember Stephens asked ifthere is interest by the Council in receiving a report by staff <br />on the City's disaster preparedness plans. <br /> <br />Councilmember Santos commented regarding an increase in trailers parked in various <br />locations in West San Leandro and heavy truck traffic on Cardin and Polvorosa. He stated <br />that he has received complaints from residents about trailers parked at Crazy Charlie's and <br />along the curbs at the ballpark during sporting events. <br /> <br />Councilmember Nardine commented regarding the letter received by the Council regarding <br />the request to rename Portola Drive to East Portola Drive and West Portola Drive. She asked <br />if staff could provide Council with a report on the issue. <br /> <br />Mayor Young commented that she received a fax from Safeway regarding their participation <br />in the Hurricane Katrina relief efforts in their stores. She also received notification from <br />Congresswoman Barbara Lee, who will be coordinating the collection of product donations <br />for hurricane relief at the Grand Lake Theater in Oakland on September 7. <br /> <br />Mayor Young asked for voting delegates for the National League of Cities conference in <br />December, and Councilmember Grant and Vice Mayor Badger agreed to be designated as <br />delegates. Mayor Young announced that Union Pacific Railroad has extended an invitation to <br />the Council to two events in Sacramento which showcase its low-emission locomotive. <br /> <br />Mayor Young commented that Senator Barbara Boxer placed a memoriam in the Senatorial <br />Record of the U.S. Congress in honor of Officer Dan Niemi. Mayor Young will send copies <br />ofthe memoriam to the Council and has sent a thank you note to Senator Boxer. <br /> <br />
