<br />MINUTES Page 3 <br />City of San Leandro City Conncil and San Leandro Redevelopment Agency Joint Meeting-September 6, 2005 <br /> <br />Boulevard and Superior Avenue on a lot that totals 0.36 acres. Seven of the units would <br />comprise 1,647 square feet in livable area; one affordable unit would comprise 1,268 <br />square feet in living area. The site is zoned CC-Commercial Community District. <br />635/641 MacArthur Boulevard; Assessor's Parcel Numbers 76-328-1 and 76-328-2-1; <br />MacArthur/Superior, LLC (applicant and property owner). <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />Jermanis gave background on the matter and introduced Planner Sally Barros. Ms. <br />Barros gave a short PowerPoint presentation describing the proposed project. <br /> <br />Robert Caruso, Applicant, addressed the City Council, stating that the goals for the <br />project are: to be financially viable, to be a long-term asset to the neighborhood, to <br />benefit from and enhance the MacArthur Boulevard streetscape, to be a catalyst for <br />future residential and commercial development, and to utilize an architectural style <br />which is compatible with the existing neighborhood. Mr. Caruso commented that the <br />Craftsman architectural style was chosen based on input from the neighborhood <br />associations, and the garages and parking have been located at the rear of the <br />properties. <br /> <br />The Hearing was then opened to the public. <br /> <br />Bridgit Lawley, San Leandro resident, addressed the City Council, expressing her <br />appreciation for the developers' efforts to elicit input from the neighbors. She <br />commented on the current traffic problems on Superior and the additional parking that <br />will be generated by the proposed development. Ms. Lawley suggested that the <br />parking entrance be located on MacArthur and measures be implemented for slowing <br />traffic on Superior. <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council regarding the <br />Redevelopment tax increment. <br /> <br />Tim Holmes, San Leandro resident, addressed the City Council, commenting that <br />Mr. Caruso has provided a good example of community engagement. He urged <br />approval of the project and requested that a traffic study be performed at the <br />intersection of Superior and MacArthur. <br /> <br />There being no further comments from the public, and without objection, the Public <br />Hearing was closed. <br /> <br />Robert Caruso, Applicant, responded to comments made during the hearing <br />regarding traffic issues, noting that the City's Engineering and Transportation staff is <br />working toward a solution. <br /> <br />Councilmembers added comments regarding the traffic situation in the area and <br />agreed with the need for traffic calming measures.
