<br />MINUTES Page 2 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-October 3, 2005 <br /> <br />Ryan Bell, Program Officer with ICLEI (International Council for Local Environmental <br />Initiatives), gave a PowerPoint presentation on the subject of global warming and its <br />impact on local governments. <br /> <br />Mayor Young commented on some of the measures that the City has taken to address <br />global climate change and suggested that the Council may want to adopt a resolution <br />acknowledging the issue of global warming and the City's efforts to address the <br />problem. <br /> <br />3. PUBLIC HEARINGS <br /> <br />Public Hearing Comments are limited to 5 minutes per speaker, subject to adjustment by the <br />Mayor. When you address the City Council, you should fill out a speaker card and submit it <br />to the City Clerk so the order of speakers may be determined and an official record of names <br />and addresses obtained. <br /> <br />None. <br /> <br />4. The public is invited to make comments on items of public interest NOT <br />listed on the Agenda. <br /> <br />Craig Williams, San Leandro resident, addressed the City Council, sharing ideas for <br />addressing the issue of global warming: a Hybrid Week to promote hybrid vehicles; <br />"environmental" reverse mortgages to allow homeowners to use their equity to install solar <br />panels and other energy-saving measures in their homes; higher density housing at malls; and <br />presenting the City's resolution at oil companies' shareholder meetings. <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council regarding various items in <br />the draft minutes of the September 19, 2005 City Council meeting. <br /> <br />Harold Perez, San Leandro resident, addressed the City Council regarding the height of the <br />Westgate Parkway sound wall and the traffic on Westgate Parkway. He commented on the red <br />light camera program, animal control problems and ongoing problems with his neighbor. <br /> <br />
