<br />MINUTES Page 6 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-October 3, 2005 <br /> <br />Councilmember Nardine thanked staff for the detailed presentation and for responding <br />to the Council's concerns for median beautification. <br /> <br />Councilmember Grant expressed approval ofthe bike lane construction. <br /> <br />Public Comments on Item 8.D.: <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council, expressing his <br />opposition to raised median strips and the potential problems they cause. <br /> <br />End of Public Comments on Item 8.D. <br /> <br />M/S/C Starosciak and Badger. Ayes: 7; Noes: 0 <br /> <br />10. ACTION ITEMS <br /> <br />Public comments are limited to 3 minutes per speaker per item, subject to adjustment by the <br />Mayor. <br /> <br />A. Ordinance No. 2005-017, an Ordinance Amending Title 2 of the San Leandro <br />Municipal Code to Delete Chapter 15 and to Add a New Chapter 15 Establishing the <br />West San Leandro Shuttle Business Improvement District in the City of San <br />Leandro. (1413/2993) <br /> <br />Public Comments on Item I O.A.: <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council, commenting that <br />he believes the LINKS Shuttle is a City-owned business and is funded mainly through <br />taxpayers' revenue. <br /> <br />End of Public Comments on Item 10.A. <br /> <br />Councilmember Starosciak clarified her position on the matter. She commented that <br />the LINKS Shuttle was launched as a redevelopment project for the purpose of <br />providing service to West San Leandro businesses, and her questions focused on the <br />percentage of businesses in West San Leandro that are served by the Shuttle. <br />Councilmember Starosciak expressed concern that the Council did not have an <br />understanding of the usage of the Shuttle by the West San Leandro businesses but was <br />being asked to tax those businesses. She noted, however, that there appeared to be <br />strong community use of the Shuttle. Councilmember Starosciak stated that she felt <br />redevelopment would be a more appropriate funding source, as the Shuttle service <br />would be an incentive for businesses to locate in West San Leandro. <br /> <br />- Adopted <br /> <br />M/S/C Santos and Badger.
