<br /> <br />1. CALL TO ORDER <br /> <br />The meeting was called to order at 7:15 p.m. <br /> <br />A. Pledge of Allegiance to the Flag <br /> <br />Councilmember Bill Stephens led the Pledge of Allegiance to the Flag. <br /> <br />B. Roll Call <br /> <br />PRESENT: Members Badger, Grant, Nardine, Santos, Starosciak, Stephens; <br />Mayor Young <br /> <br />ABSENT: None <br /> <br />2. PRESENTATIONS/RECOGNITIONS <br /> <br />Mayor Young announced that the following presentations were made: <br /> <br />. A Proclamation declaring October I, 2005 as "George Mark Children's House Day" in <br />San Leandro. <br />. A contribution from the Mayor's Community Fund to George Mark Children's House. <br />. A Commendation to Building Futures with Women and Children for its outstanding and <br />innovative services provided to women and children in need. <br />. A Proclamation declaring September 18, 2005 as the official beginning of the 2005 <br />Oakland Raiders football season. <br />. A contribution from the Mayor's Community Fund to Stepping Stones Growth Center. <br />. A Certificate of Recognition commending Stepping Stones Growth Center on its 30th <br />Anniversary. <br />. A Proclamation declaring October 5, 2005 as "Walk and Roll to School Day" in San <br />Leandro. <br /> <br />3. PUBLIC HEARINGS <br /> <br />Public Hearing Comments are limited to 5 minutes per speaker, subject to adjustment by the <br />Mayor. When you address the City Council, you should fill out a speaker card and submit it <br />to the City Clerk so the order of speakers may be determined and an official record of names <br />and addresses obtained. <br /> <br />A. Matter of Adoption of the State-Mandated Electrical Code and Carryover of the City's <br />Administrative Provisions (adopts the 2002 National Electrical Code). <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />Jermanis gave an overview of the item and introduced Chief Building Official William <br /> <br />
