<br />MINUTES Page 9 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-November 7, 2005 <br /> <br />M/S/C Badger and Starosciak. Ayes: 6; Noes: 1 (Nardine) <br /> <br />B. Ordinance No. 2005-023, an Ordinance Amending Article 11, Chapter 3, Title 1 of the <br />San Leandro Municipal Code by Repealing Sections 1-3-1105 and 1-3-1110 Relating to <br />Membership of the Recreation and Parks Commission to Change the Two School Board <br />Nominees to At Large Nominees. (1020/1507) <br /> <br />Mayor Young stated that she received a letter from San Leandro School Board President <br />Pauline Cutter earlier today, and she has distributed copies of the letter to the Council. <br /> <br />Public Comments on Item 1 O.B.: <br /> <br />Pauline Cutter, President of the San Leandro School Board, addressed the City <br />Council, expressing the District's and School Board's strong support for retaining the <br />School District representation on the Recreation and Parks Commission. President <br />Cutter pointed out the extensive knowledge of the parklands and their uses and policies <br />possessed by San Leandro School District's representative, Dean Koenig. She stressed <br />the importance of having School District input at the Commission level prior to matters <br />being reviewed by the City Council and School Board Liaison Committee. President <br />Cutter commented that having the School District representatives is a way for the City <br />to support the joint use of resources and to receive the School District's input. President <br />Cutter urged the Council to retain the School District representatives on the RAPe. <br /> <br />Diana Souza, San Leandro resident, addressed the City Council, urging the Council <br />to consider retaining the School District representatives on the RAPC. She commented <br />that as the San Lorenzo School District's representative on the RAPC, she sees firsthand <br />the benefits to having the School Districts represented on the Commission. <br /> <br />End of Public Comments on Item 10.B. <br /> <br />Mayor Young commented that this issue has become a very contentious one for the <br />community. She stated that it was not the Council's intention to remove any School <br />District representatives currently serving on the Commission, nor would this action <br />suggest that course of action; however, she further stated she understands the concerns <br />of the School Districts and their representatives. Mayor Young suggested the Council <br />consider a motion to rescind the ordinance. She encouraged the School Districts to try <br />to adhere to the requirement of the ordinance by submitting three nominees to the <br />Council and to have the chosen representatives report back to their respective School <br />Boards, as President Cutter has pledged to do on behalf of the San Leandro School <br />Board. <br /> <br />City Attorney Williams stated that the motion to rescind the previous action requires a <br />two-thirds vote for passage. <br /> <br />.
