Ayes: 6; Noes: 0; Absent: 1 (Santos) <br /> <br />The newly-appointed Youth Advisory Commissioners took the Oath of Office <br />administered by City Clerk Marian Handa. <br /> <br />D. Presentation of California Chapter of the American Planning Association (CCAP A) <br />2005 Comprehensive Planning Award, Small Jurisdiction, for the East l4th Street South <br />Area Development Strategy, City of San Leandro. <br /> <br />Mayor Young noted that in choosing the East l4th Street South Area Development <br />Strategy for its award, the APA jurors commented on the Plan's thorough and <br />comprehensive nature, its use of smart growth principles and the teamwork between <br />the City, advisory committee, local businesses and the community. <br /> <br />Community Development Director Hanson Horn gave recognition to the City Council <br />and community for its commitment to smart growth and forward-thinking and to the <br />l6-member advisory committee that spent l8 months developing the Plan. He <br />acknowledged the two project managers, Planners Sally Barros and Matt Tomas; City <br />departments for providing input for the Plan; the consultant team, Community Design <br />+ Architecture, for their work with the community; and the State grants which funded <br />the effort. <br /> <br />3. PUBLIC HEARINGS <br /> <br />Public Hearing Comments are limited to 5 minutes per speaker, subject to adjustment by the <br />Mayor. When you address the City Council, you should fill out a speaker card and submit it <br />to the City Clerk so the order of speakers may be determined and an official record of names <br />and addresses obtained. <br /> <br />A. Matter of Amendment to the San Leandro Zoning Code to Add Article 32-Non- <br />Residential Condominium Conversions, Relating to the Conversion of Industrial, <br />Commercial or Other Non-Residential Complexes to Individual Ownership. <br /> <br />
