<br />MINUTES Page 2 <br />City of San Leandro City Conncil and San Leandro Redevelopment Agency Joint Meeting-December 5, 2005 <br /> <br />Newly-appointed Commissioners Sabrina Almazan and Heidi Finberg took the Oath <br />of Office administered by City Clerk Marian Handa. <br /> <br />3. PUBLIC HEARINGS <br /> <br />Public Hearing Comments are limited to 5 minutes per speaker, subject to adjustment by the <br />Mayor. When you address the City Council, you should fill out a speaker card and submit it <br />to the City Clerk so the order of speakers may be determined and an official record of names <br />and addresses obtained. <br /> <br />A. Matter of Review of Performance and Quality of Service Provided by Comcast, the <br />City of San Leandro's Franchised Cable Communications Provider (receives public <br />input on Comcast's performance service). <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />Jermanis gave background on the matter and introduced Assistant to the City Manager <br />Cynthia Battenberg. Ms. Battenberg gave a short PowerPoint presentation providing <br />information on the Comcast cable franchise agreement, service and performance data, <br />and some issues for discussion in the upcoming negotiations. <br /> <br />Councilmember Starosciak asked if the rates listed in the staff report have been <br />published. Comcast representative Rachelle Guillen stated that the increased rates have <br />been published, and notices will be sent to subscribers. <br /> <br />Councilmember Stephens inquired whether the wireless technology has sufficient <br />bandwidth to compete with fiber optic. Ms. Guillen responded that currently their <br />wireless system is not capable of handling Video on Demand. It is intended to provide <br />Internet service to commercial areas that Comcast would otherwise be unable to serve. <br /> <br />Vice Mayor Badger asked why Comcast will not negotiate a senior rate. Ms. Guillen <br />stated that Comcast provides a basic service at a cost low enough for seniors to afford, <br />and the company is honoring prior agreements which include a senior rate. Vice Mayor <br />Badger inquired about other items, such as equipping the Council Chambers for <br />broadcasting meetings. Ms. Guillen indicated that such items are negotiable. <br /> <br />The Hearing was then opened to the public. <br /> <br />Ted Taylor, representing Mission Bay Mobile Home Park, addressed the City <br />Council, commenting on a recent meeting between the Mission Bay residents and a <br />representative from Comcast. He provided information regarding Comcast and <br />DIRECTV and asked if it is legal for Mission Bay to negotiate an agreement with <br />Comcast separate from the City's agreement. Mr. Taylor commented that Mission Bay <br />residents will also be meeting with representatives :from DIRECTV. <br /> <br />
