<br />MINUTES Page 4 <br />City of San Leandro City Conncil and San Leandro Redevelopment Agency Joint Meeting-December 5, 2005 <br /> <br />Council member Starosciak commented that she attended the meeting between the <br />Mission Bay residents and Comcast. She noted that Mission Bay no longer has bulk <br />rate service. She stated that the residents would like to have a negotiated rate similar to <br />what Comcast has provided to some townhouse and apartment complexes. <br />Councilmember Starosciak passed on several comments from the residents, including <br />their interest in getting Video on Demand, a problem with Government Channel 15 in <br />which the volume increases in the transition between music and narration, and their <br />interest in not having the picture go black during emergency bulletins. Councilmember <br />Starosciak related her :frustration as a new homeowner trying to get Comcast service and <br />being told it would take 8 weeks. She pointed out that Comcast service should be <br />available sooner for new developments. <br /> <br />Mayor Young commented that she was told Video on Demand would be available to <br />San Leandro in Fall 2005 and asked when the service would come on-line. Ms. Guillen <br />stated she was unsure ofthe timeframe. <br /> <br />Vice Mayor Badger inquired whether Comcast has a hierarchical or flat network and <br />whether the fiber ring is single-strand or multi-strand fiber. He noted that often <br />customers experience extensive service outages, and he would like to see Comcast make <br />invoice adjustments when this occurs. Ms. Battenberg indicated that Comcast does not <br />have a policy for making adjustments but will do so on a case-by-case basis. <br /> <br />Councilmember Stephens commented that 1) senior discounts are very important to this <br />community; 2) he would like to see the completion of fiber optic ring to all City <br />facilities and schools; and 3) regarding cable broadcasting of City Council meetings, if <br />he were watching himself, he would turn himself off. <br /> <br />Mayor Young commented that the City of Alameda has its own power company and its <br />own cable service. She asked if staff could provide information on what it would take <br />and what it would cost for the City to own its own cable service. <br /> <br />.
