Alonzo, San Leandro resident, addressed the City Council, commenting on a
December 11 community hearing held by the City of Oakland regarding a proposal for an
outlet from Sobrante Park across San Leandro Creek and Brookside Drive onto Frederick
Road. Mr. Alonzo stated that he and his neighbors oppose the plan and expressed hope that
the Council would support them. He announced a community meeting with Councilmember
Santos will be held on Thursday, December 22 at the Main Library.

6. CITY MANAGER AND CITY ATTORNEY REPORTS AND COMMENTS

Mr. Jermanis reported that red light enforcement cameras have been installed at three
intersections thus far, and the City will continue to consider other intersections for camera
enforcement. He indicated that the Police Department will look into parking enforcement on
Marybelle.

In response to Mr. Alonzo's comments, Mr. Jermanis noted that the subject of the Sobrante
Park area has come up in the past. He stated that the Oakland neighborhood is across the
channel from San Leandro, and there is only one way in and out of the neighborhood. In
response to residents' requests, the City of Oakland hired a traffic engineering firm to analyze
the situation. The firm's report concluded that the only option would require the acquisition
of several properties in both Oakland and San Leandro and permission from the City of San
Leandro to build an overcrossing at San Leandro Creek. Staff reviewed the report and did not
feel that it warranted further consideration.

7.
