EXHIBIT A SCOPE OF SERVICES The following scope of work has been prepared based on an understanding of available information and the desired process. A key first step in the initiation of the Downtown San Leandro TOD Strategy will be the confirmation of this scope and its assumptions. The scope of work will be undertaken through a series of sequential steps or tasks and will comprise seven major tasks: BMS will provide meeting agendas and minutes as well as graphic materials at CAC and Community Workshops. BMS and the City will meet approximately every other week to review ongoing work and coordinate progress. Unless otherwise noted, reports or other documents will be provided in electronic form, in Microsoft Word and as a PDF; one camera~ready copy will be provided as well. TASK 1: PROJECT INITIATION AND INVENTORY OF EXISTING CONDITIONS During this phase of work, the BMS Teanl will review background and base material; conduct a field reconnaissance to inventory existing land uses, parking and traffic conditions, access and infrastructure issues, transit service and other site analysis; and attend initial project meetings. The BMS Team will review relevant documents and interview key staff at the City's Community Development, Engineering and Transportation, and Public Works departments, the City's Redevelopment Agency, BART, AC Transit and other relevant agencies as suggested by City staff. 1.1 Initial Team Meeting The BMS Team will meet with the Client for a detailed briefing of project scope and schedule. During this meeting, a thorough discussion of project goals and objectives defined by the City of San Leandro will be conducted. This meeting will also serve to provide input to the work process and expedite the sharing of technical information with relevance to the project. 1.2 CAC Meeting 1 - Project Initiation At this meeting of the CAC, an orientation to the project will be given including a discussion of its goals and objectives. The project schedule will also be presented. BMS Team members are not envisioned to be in attendance at this meeting. (This task not in BMS team scope). 1.3 Review Existing Material The BMS Team will review existing background and base material supplied by the Client, including information such as the City of San Leandro General Plan and Zoning Ordinance, BART Extension plans, Caltrans plans for the area, AC Transit BRT plans and transit guidelines and relevant :MTC and ACCMA thiesholds, guidelines and standards, and others. Existing data gaps will be identified with the Client and other consultants and appropriate methods will be recommended to obtain such infonnation.
