<br />MINUTES Page 4 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-January 3,2006 <br /> <br />Vice Mayor Badger commented on the situation in San Francisco, where there is no <br />inclusionary zoning. He indicated that tenants are being evicted as apartment buildings <br />are converted to condominiums. <br /> <br />Councilmember Stephens stated that the issue appears to be whether the Council should <br />or should not allow residential conversions. He noted that if this is the real issue, then <br />the Council is taking the wrong approach. Councilmember Stephens questioned <br />whether including an inclusionary aspect is appropriate for this type conversion, and <br />commented that he feels this matter requires further discussion by the Council. He <br />expressed concern that the Council would be imposing additional rules and regulations <br />on developers, while the inc1usionary units which are generated would not count toward <br />the City's goal. <br /> <br />. The public is invited to make comments on items of public interest NOT <br />listed on the Agenda. <br /> <br />Harold Perez, SaD Leandro resident, addressed the City Council, commenting on a recent <br />news article regarding increased Police patrols during the holidays. Mr. Perez commented <br />regarding suspicious activities and nuisances occurring in his neighborhood and the bridge <br />over San Leandro Creek proposed between Oakland and San Leandro at Frederick Road. <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council regarding the <br />Inc1usionary Zoning ordinance and its benefit to the subsidized taxpayer. <br />
