Discussion of the Proposed Business License Tax Rates, Draft Language for the Ballot <br />Measure, Draft Ordinance to Amend City of San Leandro Municipal Code Chapter 2, <br />Title 2, Relating to Business Classification, and Draft Resolution to Submit to the <br />Voters at the June 6, 2006, General Election a Ballot Measure Amending Chapter 2, <br />Title 2, of the San Leandro Municipal Code Relating to Business License Fees <br />(proposes business license tax increase to generate $2 million in revenue annually). <br /> <br />Assistant City Manager Steve Hollister gave a PowerPoint presentation highlighting the <br />need for an increase in the business license tax rates and providing details of the <br />measure proposed to be placed on the June 6, 2006 General Election ballot. <br /> <br />The Council asked clarifying questions, discussed the proposed ballot measure and <br />made changes to the 75-word ballot measure language. <br /> <br />Mr. J ermanis indicated that while an increase to the business license tax will improve <br />the City's financial state and forestall further service reductions, it would not solve all of <br />the City's budget problems. <br /> <br />Mr. Hollister noted that the feedback received from the Chamber of Commerce <br />indicated it could not support two revenue measures on the same ballot. An increase to <br />the EMS tax, or some other revenue measure, may be proposed for a future election. <br /> <br />The Council discussed the proposed new parking fee, commenting that the amount <br />could be increased. There was discussion regarding the ballot argument in favor of the <br />measure. City Attorney Jayne Williams described the various approaches which could <br />be taken for writing and submitting the ballot argument. <br /> <br />Public Comments on Item 10.A.: <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council, commenting that <br />businesses will pass on the business license tax increase to its customers, and a <br />competing initiative to the business license tax measure may be added to the ballot. <br /> <br />End of Public Comments on Item 10.A. <br />
