<br />MINUTES Page 4 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-February 6, 2006 <br /> <br />5. PUBLIC COMMENTS <br /> <br />Public Comments are limited to 3 minutes per speaker, subject to adjustment by the Mayor. <br />When you address the City Council, you should fill out a speaker card and submit it to the <br />City Clerk so the order of speakers may be determined and an official record of names and <br />addresses obtained. The public is invited to make comments on items of public interest NOT <br />listed on the Agenda. <br /> <br />Adan Alonzo, San Leandro resident, addressed the City Council regarding the proposal by <br />the City of Oakland to extend Bergedo Drive across San Leandro Creek into San Leandro. <br />Mr. Alonzo commented that although the Eastshore neighborhood residents have been told <br />the proposal is not viable, they still feel a resolution by the City Council would provide <br />assurance that the matter has been settled. Mr. Alonzo submitted to the Council a letter he <br />wrote in response to a letter from Oakland City Councilmember Larry Reid to Mayor Young, <br />in which Councilmember Reid states that the City of Oakland does not intend to implement <br />the proposal. <br /> <br />Harold Perez, San Leandro resident, addressed the City Council, inquiring about the <br />provision for seniors for opting out of the parcel tax being voted on at the April 11, 2006 <br />Special Election. Mr. Perez distributed to the Council copies of a brochure published by the <br />San Leandro Police Department which contain information on the Community Preservation <br />Ordinance. He noted the recent community standards issues reported to the Council and <br />commented that these problems would not exist if residents abided by the rules listed in the <br />brochure. <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council, commenting on the <br />previous speaker's comments regarding the proposal to create alternative access for Oakland's <br />Sobrante Park residents. <br /> <br />6. CITY MANAGER AND CITY ATTORNEY REPORTS AND €OMMENTS <br /> <br />City Manager Jermanis commented regarding the concerns expressed by Mr. Alonzo on <br />behalf of the residents of the Eastshore neighborhood. He pointed out that it has been <br />reported widely that the City of San Leandro would not permit the construction of a bridge <br />over San Leandro Creek into Oakland. Mr. J ermanis noted that at the last regular meeting, <br />Mayor Young read into the record a letter she received from Oakland City Councilmember <br />Larry Reid in which he stated he had no intention of recommending such a proposal. Mr. <br />J ermanis commented that the City of Oakland will hold a meeting on Saturday, February 11, <br />and the City of Oakland's Engineering staffwill report their findings to Oakland residents and <br />make its recommendation that the bridge proposal is infeasible. Mr. Jermanis stated that the <br />City Council is a legislative body and should not take formal action without justification. He <br />commented that he did not feel it would be appropriate for the Council to take a legislative <br />action until there is serious consideration of this matter by the Oakland City Council. Mr. <br />Jermanis urged Mr. Alonzo and the Eastshore residents to be patient, follow the process, and <br />understand that the City Council and staff would protect the interests of its residents. <br />
