Mr. Johansen stated that he has asked for a financial
accounting of the project but has not received it. He commented that two of his neighbors
cannot park in front oftheir homes due to the placement of red zones.

Lou Filipovich, San Leandro resident, addressed the City Council, expressing agreement
with the comments made by the previous speaker. He commented regarding Item 8.D., the
ordinance establishing procedures for the runoff election.

End of Public Comments on the Consent Calendar

Mr. Jermanis reported that staff is aware ofthe issues raised by Mr. Johansen. He noted that
acceptance of the project does not mean that the contractor will receive full payment, and he
indicated that the City can retain funds for outstanding claims. Mr. Jermanis stated that staff
will prepare a final accounting of project costs and provide the information to the
homeowners along with their share of the costs. Mr. Jermanis pointed out that, due to size of
street, it was not possible to create a full cul-de-sac. Instead, red zones were created so that
emergency vehicles would not be obstructed by parked vehicles. Mr. Jermanis commented on
the street lighting issue previously raised by Mr. Johansen, noting that the placement of the
street lights meets the City's standard.

Mr. Jermanis commented that the revised ordinance for the runoff election adds the provision
requested by Council for filing new candidate statements for the runoff.

No amendment to Consent Calendar.

8.
