Pledge of Allegiance to the Flag <br /> <br />Police Sergeant Jerry Codde led the Pledge of Allegiance to the Flag. <br /> <br />B. Roll Call <br /> <br />PRESENT: Members Badger, Grant, Nardine, Santos, Starosciak, Stephens <br /> <br />ABSENT: Mayor Young <br /> <br />Tn the absence of Mayor Young, the meeting was conducted by Vice Mayor Badger. <br /> <br />Vice Mayor Badger announced the presence of several students from a California State <br />University East Bay Journalism class in the audience. <br /> <br />2. PRESENTATIONS/RECOGNITIONS <br /> <br />A. Recognition of the Employee of the Month for the Month of March 2006, <br />Jerry Codde, Detective Sergeant, Police Department. <br /> <br />Jerry Codde was present to receive his award. <br /> <br />3. PUBLIC HEARINGS <br /> <br />Public Hearing Comments are limited to 5 minutes per speaker, subject to adjustment by the <br />Mayor. When you address the City Council, you should fill out a speaker card and submit it <br />to the City Clerk so the order of speakers may be determined and an official record of names <br />and addresses obtained. <br /> <br />A. Matter of Appeal by Frank Jesus, Adjacent Business Owner, of the Decision of the <br />Board of Zoning Adjustments' Approval ofPLN2005-00122; Conditional Use Permit <br />and Parking Exception; to establish a daycare center where general daycare is a <br />conditionally permitted use in the CN Commercial Neighborhood District; 2060/2070 <br />Marina Boulevard; Assessor's Parcel Numbers 79A-569-21-4 and 79A-569-20; E. <br />Singh and V. Torrez (Applicant/Property Owner); CN Commercial Neighborhood <br />District. <br /> <br />This being the time and place for the Public Hearing on the above matter, City <br />Manager J ermanis provided background on the item and introduced Planner Kelly <br />Harner. Ms. Hamer gave a short PowerPoint presentation describing the proposed <br />project, the Board of Zoning Adjustments' (BZA) approval of the project, the appeal <br />
