<br />MINUTES Page 5 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-March 6, 2006 <br /> <br />a priority and will be addressed by locked doors, staff training, and high fences and <br />landscaping. <br /> <br />There being no further comments from the public, and without objection, the Public <br />Hearing was closed. <br /> <br />Councilmember Santos commented that he toured the daycare facility on Manor <br />Boulevard and found the facility to be secure and its staff well-trained. <br />Councilmember Santos asked about the fence on west side of property, noting <br />previous disputes between neighboring businesses. Ms. Hamer stated that one of the <br />conditions of approval is the requirement to provide a detailed fence design plan, and <br />staff has requested additional trees in the landscape plan to provide additional <br />buffering from the residential uses. <br /> <br />Councilmember Nardine asked questions regarding ADA compliance for the building <br />and outside play equipment, the sign-in procedure, the facility's capacity, ages of the <br />children, number of staff and whether the facility will have a kitchen. Ms. Hamer <br />indicated that the interior remodel and the State requirements for licensing would <br />require that the building be ADA-compliant. Ten staff would be assigned to the <br />facility; however they would not all be onsite at the same time. Ms. Hamer stated that <br />parents would be required to sign their children in and could not drop them off at the <br />curb. The size of the facility allows a maximum capacity of 80 children. Ms. Hamer <br />responded to Councilmember Nardine's questions regarding the possible addition of <br />kitchen facilities. <br /> <br />Councilmember Grant asked questions regarding the hours of operation and laws <br />prohibiting smoking and liquor sales near playgrounds and schools. Community <br />Development Director Hanson Hom indicated that the Zoning Code amendments <br />requiring establishments which serve or sell liquor to be located a minimum distance <br />from public and private schools, but it does not apply to daycare facilities. <br /> <br />Councilmember Grant commented on the traffic issues and the appellants' concern <br />regarding the lack of a traffic report. Ms. Hamer stated that Senior Transportation <br />Engineer Reh-Lin Chen performed the traffic study and was available tonight to <br />respond to questions. Councilmember Grant expressed concern that there would be <br />no way to know the true traffic impacts until the facility begins operations. <br /> <br />Councilmember Starosciak commented that there is a "No Left Turn" sign from the <br />Walgreens in Palma Plaza onto Bancroft Avenue, which was implemented in <br />response to traffic impacts that developed after the store opened for business. <br />Councilmember Starosciak stated that she is encouraged that the owner has performed <br />an environmental analysis to ascertain safety of the site. She commented that this is a <br />good project for Marina Boulevard. <br /> <br />.
