Resolution Commending Arnold T. Mew for His Years of Service on the Library- <br />Historical Commission. <br /> <br />Arnold Mew was present to receive the resolution honoring his years of service on the <br />Library-Historical Commission. <br /> <br />3. PUBLIC HEARINGS <br /> <br />Public Hearing Comments are limited to 5 minutes per speaker, subject to adjustment by the <br />Mayor. When you address the City Council, you should fill out a speaker card and submit it <br />to the City Clerk so the order of speakers may be determined and an official record of names <br />and addresses obtained. <br /> <br />A. Matter of U.S. Department of Housing and Urban Development (HUD) Fiscal Year <br />2006-2007 Annual Action Plan [reviews the Annual Action Plan, which represents the <br />second year of the Five-Year Consolidated Plan, and implements the strategies from the <br />Five- Year Plan through the use of Community Development Block Grant (CDBG) and <br />Home Investment Partnership (HOME) funds from the U.S. Department of Housing and <br />Urban Development (RUD)]. <br /> <br />This being the time and place for the Public Hearing on the above matter, City <br />Manager Jermanis gave background on the item and introduced CDBG Manager Tom <br />Liao. Mr. Liao gave a short PowerPoint presentation providing details of the FY <br />2006-2007 Annual Action Plan, including the 25% reduction to previously-funded <br />public services. <br /> <br />Staff responded to questions by the Council regarding the change in funding to Fair <br />Housing, the monitoring and oversight of the funded services, the potential reduction <br />to the overall funding level for FY 2006-07 and HOPW A (Housing Opportunities for <br />Persons with AIDS) funds. <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council, commenting <br />regarding redevelopment tax increments. <br /> <br />Rose Johnson, Executive Director of the Davis Street Family Resource Center, <br />addressed the City Council, describing Davis Street Family Resource Center's <br />monthly reports to staff on the services provided through CDBG. <br /> <br />There being no further comments from the public, and without objection, the Public <br />Hearing was closed. <br />
