<br />MINUTES Page 4 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-March 20, 2006 <br /> <br />provided clarification of Mr. Perez's comments regarding the Oakland Airport avigation <br />easement which requires certain acknowledgements and the relinquishment of certain rights <br />in exchange for voluntary participation in the noise insulation program. <br /> <br />City Attorney Williams commented that the City Council and its boards and commissions <br />adhere to the provisions of the Brown Act. Ms. Williams indicated that the City will engage <br />in additional training on the Brown Act as part of its compliance with AB 1234. <br /> <br />7. AMENDMENT OF CONSENT CALENDAR <br /> <br />City Councilmembers or staff have an opportunity at this time to request that an item be <br />removed from the Consent Calendar for the presentation of a staff report or other special <br />consideration. Members of the Public may request the opportunity to address the City <br />Council regarding items remaining on the Consent Calendar by filling out a speaker card and <br />submitting it to the City Clerk prior to the calling of Item 7, Amendment of Consent <br />Calendar. Items remaining on the Consent Calendar will be considered for approval under <br />one motion. <br /> <br />Councilmember Santos raised a point of order regarding Mr. Filipovich's lack of proper <br />decorum during his comments. Ms. Williams commented on the Council's Rules of <br />Procedure which set forth proper decorum for addressing the public body. Under these Rules, <br />it is inappropriate for members of the public to disrupt the proceedings. Ms. Williams stated <br />there is a procedure under the Brown Act to address such circumstances, and it is up to the <br />Chair of the Council to determine when a public speaker is disrupting the proceedings. Ms. <br />Williams cautioned Mr. Filipovich that he should address the Council respectfully and ensure <br />that his points are clear and understandable. <br /> <br />Public Comments on the Consent Calendar: <br /> <br />Lou Filipovich, San Leandro resident, addressed the City Council regarding the minutes of <br />the meetings of February 21 and March 6, 2006 and expressed concern that they do not <br />include what he feels is relevant information. Mr. Filipovich stated he had two documents <br />containing information from the offices of the Attorney of General, Secretary of State, <br />Registrar of V oters and the Fair Political Practices Commission. <br /> <br />End of Public Comments on the Consent Calendar <br /> <br />No amendment to Consent Calendar. <br /> <br />8. CONSENT CALENDAR <br /> <br />Consent Calendar items are considered for approval by the City Council with one single <br />action. As described above in Item 7, Amendment of Consent Calendar, the City Council <br />may remove items from the Consent Calendar for purposes of presentation or discussion. <br />Members of the public who have requested to address the Council regarding items remaining <br />
