<br />MINUTES Page 9 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-April 17, 2006 <br /> <br />Recommendation for City Council Consideration: <br /> <br />a. Schedule a public hearing for consideration of new and increased fees for <br />Fiscal Year 2006-07. <br /> <br />By consensus, the City Council scheduled a public hearing on May 1, <br />2006. <br /> <br />12. CITY COUNCIL COMMENTS <br /> <br />Councilmember Santos expressed support for caregivers of the elderly. He commented that <br />he hoped the City would assist the caregivers of the residents on W ake Avenue in getting the <br />proper authorization to install the portable ramp. <br /> <br />Councilmember Starosciak commented that she attended a very positive and well-attended <br />meeting with the Marina berthers last week. She noted that although the news from <br />Washington regarding funding for dredging was not hopeful, the berthers were pleased when <br />informed that there would be no fee increase. The berthers were urged to write to their <br />Congressional representative, and they shared ideas with City staff for bringing revenue to the <br />Marina. Councilmember Starosciak expressed appreciation to Marina Supervisor Del Marie <br />Snodgrass for coordinating the successful meeting. <br /> <br />Councilmember Starosciak stated that she attended the Emergency Preparedness Workshop at <br />the Marina Community Center which was also very well-attended. She commented that it <br />both empowered citizens and gave them confidence in the City's disaster response. <br />Councilmember Starosciak gave kudos to the Alameda County Fire Department and Mayor <br />Young for offering the workshop and commented that she would like to see it offered <br />biennially. <br /> <br />Councilmember Starosciak expressed gratitude to the City for continuing to offer the Easter <br />Egg Hunt at Washington Manor Park. <br /> <br />Councilmember Nardine commented that while in the City of Encinitas last week, she <br />observed a patrol car with a "Volunteer Police Patrol" sticker on the door. She asked if staff <br />could find out more about this program, how it works and its applicability to San Leandro. <br /> <br />Vice Mayor Badger commented that he attended the Easter Egg Hunts at Washington Manor <br />Park and Chabot Park, and both were very good. He stated that he felt the City should <br />participate more in the event at Chabot Park <br /> <br />Vice Mayor Badger commented on the Ninth Circuit Court of Appeals decision that homeless <br />individuals cannot be arrested for sitting or sleeping on the sidewalk. He stated that he would <br />like an opinion on what this decision means to San Leandro. <br /> <br />Mayor Young commented that she agreed with Councilmember Santos about the installation <br />of the portable ramp on W ake Avenue.
