<br />Excerpts from the Planning Commission Meeting Minutes <br />Agenda No. 06-11 <br /> <br />June 8, 1006 <br />Page 3 of 10 <br /> <br />Vice-Chair Perras asked whether large service trucks such as recycle trucks would be <br />able to safely back out of the project and whether they would have good line of sight to <br />see pedestrians and oncoming cars on Hays. <br /> <br />Planner Penaranda said he believed service trucks normally operated in similar <br />residential complexes and would have adequate line of sight with their mirrors. <br /> <br />Chair Kleebauer suggested that the site, if it is part of a historical neighborhood, should <br />go for review before the Library Historical Commission. <br /> <br />Secretary PoUart said that the neighborhood has not be designated a historical <br />neighborhood and is not within 300 feet of a designated historical property. <br /> <br />Chair Kleebauer said that, during the January 26 work session, commissioners had <br />strongly recommended that the entry on the front two units face east, toward the street. <br />She said the new design incorporated that suggestion, but she was disappointed with the <br />treatment. She said the entrance appears to be a garage entry rather than an entry to the <br />actual unit. She noted that the porch was simply a flat covering supported by two sticks. <br />She said the entry does not have a craftsman look and is not aesthetically pleasing. <br /> <br />Commissioner Wohltmann asked if staff had evaluated the impact the project would <br />have on the neighboring condos in terms of loss of view and loss of privacy. <br /> <br />Planner Penaranda said those issues had been considered and in staffs opinion the <br />proposed setbacks are adequate. He noted that the developer and his architect would be <br />presenting a massing study. <br /> <br />Commissioner Holcomb said she had strongly recommended that the sole entry to the <br />two front units be designed so that they face Hays Street, and that her intent was not to <br />have a second entry from the common driveway. She also said it appeared from the plans <br />that there is a door from the garage into the entry hall which she found unnecessary <br />because there is an inside entry to the garage. She said her intent had been to create an <br />entry that is pleasing and visible from the street so that the two front units are in character <br />with the surrounding single-family neighborhood. She said this approach would remove <br />the door on the common driveway and add a formal entryway to the front of the house. <br /> <br />Chair Kleebauer asked if commissioners wished to discuss the project with the applicant <br />and his architect, before receiving comments from the public. <br /> <br />Commissioners responded affirmatively. <br /> <br />Applicant David Langon, Langon Homes, said he wished to address a few of the <br />comments and questions from commissioners. He said in the rear of the property there is <br />adequate space for utility vehicles and fire trucks to turn around, even with the four <br />visitor parking spaces. He said his architect had attempted to incorporate the prior <br />comments made by Commissioner Holcomb at the January 26 work session. He said if <br />there was any misunderstanding, he would be very willing to take another look at both <br />the streetscape and the roof design. He noted that the front porch roof is small in part to <br />avoid overshadowing a window that provides light to the interior stairwell leading from <br />
