<br />"' <br /> <br />/& <br /> <br />March 3, 2006 <br /> <br />Re: 1537 Hays Street Future Development <br />Via Certified Mail <br /> <br />Elmer Penaranda <br />City Of San Leandro <br />835 East 14th Street <br />San Leandro, CA94577 <br /> <br />Dear Ebner, <br /> <br />Pursuant to recent notices from the City Of San Leandro concerning development of 1537 <br />Hays Street (the property adjacent to the Garden Terrace condominiums at 1599 Hays Street <br />in San Leandro), the Garden Terrace Homeowner's board of directors at 1599 Hays Street in <br />San Leandro has received considerable input from our membership concerning development <br />of 1537 Hays Street. We have also reviewed the proposed development plans and canvassed <br />our membership for their views over the last six weeks. <br /> <br />While we support development of housing in our BART adjacent neighborhood, the <br />Garden Terrace board of directors strongly opposes the current proposal by Langon Homes <br />(which is proposed to include a rezoning from RM1800 to RM2500 and is proposed to <br />include a development overlay district.) We are also concerned about the impact of the <br />Langon development on the view aesthetics to the north side of our building. Figally, <br />virtually all of our buildings north side residents have concerns about the final-distance after <br />development from our buildings north side to the structure walls of any new development. <br />The Garden Terrace board expects development of 1537 Hays Street to conform to existing <br />zoning with no exceptions to setback distances or heights as currently allowed by zone <br />standards ordinances. <br /> <br />Our neighborhood is unique in that it one of a small handful of areas in the East Bay which <br />offer seniors, the disabled, and lower income households easy access to BART, a robust retail <br />presence, and a strong services environment without requiring ownership of an auto. Real <br />estate prices in our building alone have doubled in the last five years. Our vision. for our <br />immediate community area does not include addition of more single family homes to be <br />offered above the $600,000 price point. We would much prefer to see construction of higher <br />density housing in our neighborhood with the potential to be acquired by a broader pool of <br />potential homebuyers. <br /> <br />We are in the process of resurveying our parcel at 1599 Hays to ensure we have our property <br />lines correctly recorded, to ensure conformance to property lines, and to influence setback <br />distances where possible. <br /> <br />1599 HAYS STREET #401 <br />SAN LEANDRO, CA 94577 <br />
