Cooke, Principal E ~nee>>4))j...... y <br />SUBJECT PROJECT/PROJECT DESCRI~1:f/7-r <br /> <br />RESOLUTION APPROVING AMENDMENT NO. 1 TO THE MEMORANDUM OF <br />UNDERSTANDING FOR THE SAN FRANCISCO BAY AREA INTERIM CENTER-TO- <br />CENTER PROGRAM <br /> <br />SUMMARY AND RECOMMENDATION <br /> <br />The City of San Leandro participates in the East Bay Smart Corridors Program. The East Bay <br />Smart Corridors Program exchanges real-time traffic data and video images among its <br />participants. The Interim Center-to-Center Program ("Program") will make this information <br />available to all Bay Area Smart Corridors participants and the Regional Transportation <br />Management Center, where Caltrans, the California Highway Patrol, and TravInfo@ staff are co- <br />located. This Program is expected to continue for several years, until replaced by a more <br />comprehensive system with multimodal and/or statewide capabilities. <br /> <br />It is recommended that the City Council adopt a resolution authorizing the City Manager to <br />execute Amendment No. 1 to the Memorandum of Understanding (MOD) for the San Francisco <br />Bay Area Interim Center-to-Center Program, including Attachment 1: Policy for the Exchange of <br />Real- Time Traffic Data and Real-Time Video. <br /> <br />BACKGROUND <br /> <br />The City of San Leandro has participated in the East Bay Smart Corridors Program since 2001. <br />Smart Corridors is a cooperative effort by the Congestion Management Agency (CMA) and <br />twenty-four other local government agencies to plan and implement a multi-modal advanced <br />transportation management system in Alameda and Contra Costa counties. The goal of Smart <br />Corridors is for participating agencies to better manage congestion and incidents along regional <br />routes, to improve transportation mobility, efficiency, and safety, and provide timely and multi- <br />modal transportation information to agency transportation managers and to the public. <br /> <br />The Interim Center-to-Center Program seeks to improve the performance of transportation <br />systems by promoting efficient use of existing highway and transit systems and reducing <br />environmental costs to the public. The application of current and evolving technologies to <br />transportation systems and careful integration of these functions provide more effective solutions <br />to multi-modal and regional transportation requirements.
