<br />· Require defense counsel to develop and submit case defense cost budgets <br />for the City's approval. We recommend extending defense cost authority <br />levels separately from settlement authority as follows. See also Section L, <br />Claims Finalization Management): <br /> <br />Risk Management Analyst approves up to $10,000. <br /> <br />Assistant Finance Director or Finance Director approves expenses <br />$10,000 and up to $50,000. <br /> <br />City Council approves expenses over $50,000. <br /> <br />· Request George Hills to update current litigation management procedures <br />included in the Liability Claims Manual, Section 4, "Procedures <br />Followed," to require: <br /> <br />George Hills to obtain the defense attorney's litigation plan and <br />budget. <br /> <br />Evaluating large cases for structured settlement. <br /> <br />Establishing a relationship with a local structured settlement <br />provider. <br /> <br />3.
