<br /> IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> <br />ORDINANCE NO. 2006-018 <br /> (2799/3076) <br /> <br />AN INTERIM URGENCY ORDINANCE OF THE CITY OF SAN LEANDRO <br />MAKING FINDINGS AND EXTENDING ORDINANCE NO. 2006-017, <br />PROHIBITING CONSIDERATION AND APPROVAL OF USE PERMITS, <br />VARIANCES, OR OTHER PLANNING ENTITLEMENTS, EXCEPT AS MAY BE <br />APPROVED ADMINISTRATIVELY ON A SHORT-TERM BASIS BY THE CITY <br />MANAGER, FOR CERTAIN PROPERTIES WITHIN THE CITY <br /> <br /> <br />THE CITY COUNCIL OF THE CITY OF SAN LEANDRO DOES ORDAIN AS <br />FOLLOWS: <br /> <br />RECITALS <br /> <br />In 2005, the City of San Leandro became a recipient of a $450,000 pilot planning <br />A. <br /> <br />grant from the Metropolitan Transportation Commission (MTC) to assist local governments in <br />developing land use plans and policies for areas immediately surrounding bus, ferry and train stations. <br /> <br />The Downtown San Leandro Transit-Oriented Development Strategy (Strategy) will <br />B. <br /> <br />articulate and quantify the potential of the greater downtown area for transit-oriented development. <br />Comprehensive land use policies will be developed along with a detailed land use map that reflect the <br />benefits of enhanced bus service through the downtown and improved connectivity to the BART <br />system. Selected opportunity sites will be studied to provide more specific guidance for future <br />development. <br /> <br />C. The Strategy is currently under preparation and numerous presentations and actions <br />have taken place and are scheduled for further consideration and action as follows: 1.) January 24, <br />2006 – introductory meeting; 2) March 28, 2006 – presentation of Existing Conditions Report; 3) <br />April 25, 2006 – presentation of Market Assessment Report; 4) May 20, 2006 – field trip; 5) June 13, <br />2006 – presentation of Land Use Alternatives Report; 6) August 22, 2006 – presentation on <br />Prototype Development Projects Financial Feasibility Analysis; 7) September 12, 2006 – presentation <br />of Parking and Traffic Analysis of Land Use Alternatives; 8) November 14, 2006 – select Preferred <br />Plan; 9) January 23, 2007 – review Preliminary Draft TOD Strategy; and 10) February 27, 2007 – <br />recommend Preliminary Draft TOD Strategy. The Strategy is expected to be completed in July 2007. <br /> Anticipated Zoning Code amendments could be completed concurrent with adoption of the Strategy, <br />or may occur shortly after. <br /> <br />D. As part of the Existing Conditions Report and Market Assessment Study, 39 <br />th <br />opportunity sites were identified in the Strategy area (1/2-mile radius from Davis Street/E. 14 Street <br />intersection). These sites, ranging in size from 0.2 to 11.6 acres, were considered to be optimally <br />sized and located to allow for transit-oriented, mixed-use development in the downtown area.
