DRAFT MINUTES <br /> Page 2 <br />November 6, 2006 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting— <br /> <br /> <br />Mr. Wolfe reported that in March, the Board awarded San Leandro a Water Quality <br />Excellence Award for its pollution prevention and waste minimization program. He <br />noted that for a smaller Bay Area city, San Leandro has been able to effectively <br />leverage its resources to accomplish multiple programs and is a model for other <br />programs in the area. <br /> <br />Ms. Strauss commented that San Leandro is one of a handful of cities in California that <br />incorporates some very relevant environmental services into one set of effective <br />staffing and management approaches. The National Pretreatment Award recognizes <br />municipalities that go beyond the base pretreatment program and demonstrate <br />innovation in the effective implementation of their pretreatment programs. Ms. <br />Strauss pointed out that San Leandro has an exceptional monitoring program, multi- <br />media environmental regulatory program, pollution prevention program, and grease- <br />control program. Ms. Strauss presented the City with two plaques and offered her <br />congratulations on behalf of the EPA. Public Works Services Director Mike Bakaldin <br />accepted the plaques for the City. <br /> <br /> <br /> 3. PUBLIC HEARINGS <br /> <br />Public Hearing Comments are limited to 5 minutes per speaker, subject to adjustment by the <br />fill out a speaker card <br />Mayor. When you address the City Council, you should and submit <br />it to the City Clerk so the order of speakers may be determined and an official record of <br />names and addresses obtained. <br /> <br /> <br />A.Matter of Proposed Extension of Interim Urgency Ordinance (Ordinance No. 2006- <br />017) to November 6, 2007 or Until the Anticipated Zoning Code Amendments Related <br />to the Downtown Transit-Oriented Development (TOD) Strategy Are Adopted, <br />Whichever Comes First, Prohibiting Consideration and Approval of Use Permits, <br />Variances, or Other Planning Entitlements, Except as May Be Approved <br />Administratively on a Short-Term Basis by the City Manager, for Certain Properties <br />Within the City. <br /> <br />This being the time and place for the Public Hearing on the above matter, City <br />Manager Jermanis gave background on the item and introduced Community <br />Development Director Hanson Hom. Mr. Hom gave a PowerPoint presentation <br />providing information on the proposed extension to the interim urgency ordinance and <br />the recommendation to extend the urgency ordinance for a period of one year or until <br />the Downtown TOD Strategy and related Zoning Code amendments are adopted, <br />whichever occurs first. <br /> <br />The Hearing was then opened to the public. <br /> <br />Priscilla Kalugdan, representing the Woodcreek Homeowners Association, <br />addressed the City Council in support of the Downtown TOD Strategy and the effects <br />of downtown development on the quality of life in San Leandro. <br /> <br /> <br />
