The format ofthese titles has <br />been standardized and minor revisions made to reflect current practices and policy changes that <br />have been approved by Council. New policy changes would need to be brought to the Rules and <br />Communication Committee and Council on a case specific basis. The Rules and Communication <br />Committee and staff recommend City Council adoption of the attached Resolution Repealing <br />Titles 24 - 32 and Reenacting Titles 7, 24, 25, 26, and 27 of the San Leandro Administrative <br />Code. <br /> <br />BACKGROUND <br />Similar to the City's Municipal Code, the City's Administrative Code is continuously updated by <br />City Council adoption of resolutions that pertain to the City's administrative policies. The City <br />contracts with Quality Code Publishing for the semi-annual recodification of the Municipal <br />Code. Recodification of the Administrative Code is done in-house by the City Clerk's office. It <br />has been approximately ten years since the Administrative Code has been updated and <br />recodified. Revisions and updates were brought to the Rules Committee and Council in phases. <br /> <br />The Rules and Communication Committee recommended Council adoption of Phase One of the <br />project, recodification of Titles I - 13, which was approved by Council at the November 21, <br />2005 City Council meeting. The Committee also recommended Council adoption of Phase Two, <br />recodification of Titles 14 - 23, which was approved by Council at the April 3, 2006 meeting. <br /> <br />Phase Three includes revisions and updates to Titles 7 and 24 - 32, which are listed below for <br />your information. The majority of the changes were incorporating stand alone titles on issues <br />such as Smoking, CEQA and the Conflict ofInterest Code into the responsible department's title. <br />Additionally, a new title was added to incorporate the by laws of the Public Financing Authority <br />into the Administrative Code. The Public Financing Authority, Title 25 replaced the current <br />
