<br />2 <br /> <br />Ca1con was involved in all phases of SCADA installation at WPCD facilities, induding <br />concept, equipment selection, programming, and installation. Most recently, Calcon <br />provided programming and design services after WPCD maintenance staff fabricated and <br />installed SCADA equipment at many of our remote pump stations. This collaborative <br />approach resulted in substantial savings, compared to a turnkey installation, and is an <br />example of the benefit that this long relationship has fostered. <br /> <br />Due to the complexity and proprietary nature of the programming and components <br />associated with the SCADA system, it would be in the City's best interests to name <br />Calcon to supply services and materials for the installation of instrumentation and <br />controls on WPCD capital projects. In the past, use of the competitive bidding process <br />for the installation of instrumentation and controls on WPCD projects has proven time <br />consuming and costly. The use of different subcontractors resulted in the need to <br />reprogram the new control systems to ensure compatibility and communication with <br />existing SCADA control and alarm functions. Pre-selection of a single supplier for these <br />services will ensure compatibility, reliability and maintainability. <br /> <br />Ca1con has programmed, designed, installed or repaired most of the Programmable Logic <br />Controllers, Variable Frequency Drives and SCADA system components used throughout <br />the WPCD facilities and system networks. <br /> <br />Based on experience with Ca1con's cost effectiveness, product reliability and <br />responsiveness, staff recommends that Ca1con Systems, Inc. be named, on a sole source <br />basis, to provide all instrumentation work on WPCD CIP projects that involve SCADA <br />system integration. If approved, language to accomplish this will be added to the WPCP <br />Effluent Irrigation Project bid documents. Smooth integration and trouble free SCADA <br />operation is especially critical on this project due to the regulatory responsibility and an <br />aggressive grant timeline for construction and to initiate facility operation. <br /> <br />Current City Council Policy <br /> <br />The City has several similar agreements, such as with Denalect Alarm Company for the <br />installation, maintenance and repair of the City's alarm and security systems. <br /> <br />Previous City Council Action{s) <br /> <br />On February 7,2005 by Resolution No. 2005-010 approved a consulting services <br />agreement with Ca1con Systems, Inc. for design and programming of SCADA systems <br />for 17 pump stations. <br /> <br />City Council Committee Review and Action <br /> <br />NA <br />
