<br />EveryOne Home Plan <br /> <br />2 <br /> <br />November 20, 2006 <br /> <br />The Plan aims to: <br />· Increase effectiveness of local and regional housing and supportive service programs <br />through improved coordination. <br />· Improve coordination of funding sources to leverage resources. <br />· Expand capacity to attract competitive grants that can support existing services and fund <br />emerging promising models. <br />· Create public interest and support for creative solutions. <br /> <br />The EveryOne Home Plan has five major goals with suggested strategies for implementation: <br /> <br />1. Prevent homelessness and other housing crises. <br />The most effective way to end homelessness is to prevent it in the first place. A key component <br />of the plan is to improve access to crisis intervention services. The plan also focuses on <br />providing services to people leaving institutions induding foster care, hospitals, jails and prisons <br />to prevent their exiting into homelessness. Examples of the plan strategies include: <br />· Improve coordination of services, educate service providers, remove barriers such as <br />language and explore options for a unified referral process. <br />· Increase services to youth leaving foster care. <br />· Link housing and services with institutions such as hospitals, prisons and foster care so <br />that people do not become homeless when discharged. <br /> <br />Possible City Actions: <br />· Continue to implement the City's U.S. Department of Housing and Urban Development <br />(HUD) Consolidated Plan goals and priorities to expand housing opportunities and <br />supportive services for the homeless and at-risk populations. <br />· Target Community Development Block Grant (CDBG) and Community Assistance Grant <br />Program resources towards prevention services. <br /> <br />2. Increase housing opportunities for the homeless, mentally ill and people living with <br />HIV/AIDS. <br />People who are homeless need affordable housing and support services. The Plan calls for the <br />creation of 15,000 units of supportive housing in Alameda County over the next fifteen years. <br />Examples of the plan strategies include: <br />· Use existing resources such as CDBG and HOME funds to increase affordable housing <br />and supportive services. <br />· Increase the availability of subsidized housing vouchers and units. <br />· Expand the range of housing models operating in Alameda County to include options <br />ranging from intensely supported housing to fully independent affordable housing. <br /> <br />Possible City Actions: <br />· Fund housing projects that will assist in achieving the targeted production goals in the <br />City's Housing Element, Redevelopment Agency Implementation Plan, and HUD <br />Consolidated Plan. <br />· Leverage use of existing funds (e.g. CDBG, Redevelopment Set-Aside, HOME). <br />· Continue support of affordable rental housing projects like the Mission Bell Apartments <br />acquisition and Islander Motel acquisition/rehab. <br />
