<br />IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> <br />RESOLUTION NO. 2006- <br /> <br />RESOLUTION ADOPTING THE ALAMEDA COUNTYWIDE HOMELESS AND SPECIAL <br />NEEDS HOUSING PLAN, EVERYONE HOME PLAN <br /> <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as <br />follows: <br /> <br />WHEREAS, the lack of affordable housing in Alameda County and San Leandro affects the <br />housing opportunities available to the homeless and special needs households; and <br /> <br />WHEREAS, a significant number of people leaving institutions including foster care, hospitals, <br />jails and prisons, exit into homelessness; and <br /> <br />WHEREAS, the most effective way to end homelessness is to prevent it in the first place; and <br /> <br />WHEREAS, supportive services must accompany housing to help formerly homeless tenants be <br />successful in housing; and <br /> <br />WHEREAS, the Alameda Countywide Homeless and Special Needs Housing Plan, or EveryOne <br />Home Plan, addresses the need to update local homeless continuum of care plans adopted in the <br />late 1990s by the County, and the City of San Leandro; and <br /> <br />WHEREAS, Agencies sponsoring the EveryOne Home Plan identify a need for a coordinated <br />regional response to the federal government's initiative to end chronic homelessness in 10 years; <br />and <br /> <br />WHEREAS, the central purpose of the Plan is to increase Alameda County's capacity for <br />producing and administering supportive housing for the long term, and to reduce and end <br />homelessness among the vulnerable target populations ofthe Plan; and <br /> <br />WHEREAS, the Plan's recommendations address homelessness prevention, affordable housing <br />production, regional coordination, flexible services, measurement of success, the need for <br />leadership, and establishes a new leadership process for implementing the Plan; and <br /> <br />WHEREAS, Council endorsement of the Plan will likely make San Leandro and Alameda County <br />more competitive for public and private funds that look favorably upon applications from <br />jurisdictions that have endorsed a Plan. <br /> <br />NOW THEREFORE, BE IT RESOLVED by the Council of the City of San Leandro to adopt the <br />EveryOne Home Plan. <br /> <br />Introduced by Councilmember <br />, 2006 by the following called vote: <br /> <br />and passed and adopted this day of <br /> <br />Members of the Council: <br />
