Councilmember Santos would like to have zero tolerance with more stake outs, more <br />cameras and anyone exceeding the speed being citied. <br /> <br />Councilmember Grant feels that this is a bigger policy question that Engineering and <br />Transportation is in charge of at this point, and asked what is needed from the Councilmembers. <br />John Jermanis stated that this will be forwarded on to Council to get approval and allow the <br />traffic commissioners to maintain enforcement. <br /> <br />3. Discussion Regarding City Policy on Use of Skateboard Deterrent Devices and Anti- <br />Graffiti Coatings <br /> <br />Ken Joseph eXplained that graffiti is a new phenomenon that becomes a part of every project. <br />Everything we build is a potential target for graffiti and can influence the design. Based on <br />statistics kept by Public Works Services, graffiti removal may be as much as 40% more than last <br />year and the problems are increasing. Engineering and Transportation has spoken with the <br />Police Department regarding installing signs of specific color by neighborhood to avoid tagging. <br /> <br />We are trying to come up with solutions to work with, such as small windows at the library <br />looking out at Callan due to damages. There is not a lot that can always be done to fix the <br />damage that is done. Graffiti coating doesn't ensure you won't get graffiti or tagging. It helps <br />the removal, but it is expensive. Ken explained that a new product is available that chemically <br />bonds with the surface, but you can't get it off. You can't repaint in 5 years, so you have to <br />remove the product through sandblasting and then painting. The question becomes do we spend <br />money allocated for the proj ect to reduce damages, or do we paint, and repaint. Sometimes a <br />structure can be put up and basically it's instantly tagged. The question is should we be <br />expending more funds in graffiti coating projects and doing our best to keep up. <br /> <br />Skateboard deterrents such as metal stops have been installed, which can sometimes become an <br />attraction because of the challenge to skateboarders. Other items that have been installed have <br />become a theft issue. John Jermanis stated that more security cameras are being installed, but we <br />may have to include more security related measures in the bid package on some projects, <br />recognizing that this is a universal problem. <br /> <br />Councilmember Santos feels that it would be worth the investment and that the City should <br />continue to be proactive in keeping the graffiti off and keeping building clean. John Jermanis <br />eXplained that although the City would save on maintenance costs, initially expenses would go <br />up and the costs of projects may go up. <br /> <br />4. Project Updates <br /> <br />Ken Joseph gave an overview ofthe projects that are currently open. <br /> <br />· Eden Road Plan Line <br />o Has gone through the Planning Committee and will be coming to City Council for <br />approval in December <br />
