<br />1 <br /> <br />City of San Leandro <br />Community Development Department <br />Planning Services Division <br />Staff Report <br /> <br />DATE: July 20,2006 <br /> <br />TO: Board of Zoning Adjustments <br /> <br />FROM: Sally Barros, Planner II <br /> <br />SUBJECT: PLN2005-00063; Major View Preservation/Site Plan Review and Height <br />Exception; to build an approximate 10,679 square-foot new home, with livable <br />area of 8,002 square feet, including seven bedrooms and seven and one-half <br />bathrooms; and a 1,326 square-foot carriage house, with livable area of 450 <br />square feet, including one bedroom and one full bath; and one 288 square-foot <br />pool house. The main house and the carriage house exceed the maximum height <br />in the RS- VP District of 18 feet and require a Height Exception; two-story <br />dwellings in the RS- VP district require a Major Site Plan ReviewNiew <br />Preservation; 2888 Darius Way; Assessor's Parcel Number 79-20-47; M. Luong <br />(applicant and property owner); RS-VP Residential Single-Family View <br />Preservation District. <br /> <br />SUMMARY AND RECOMMENDATION <br /> <br />The applicant proposes to construct a new, three-story 10,679 square-foot single-family home <br />and a 1,326 square-foot in-law unit within a two-story "carriage house" on a vacant lot located at <br />the terminus of Darius Way. The property is zoned RS-VP, Residential Single-Family View <br />Preservation Sub-District and encompasses 64,708 square feet (1.49 acres). The irregular-shaped <br />parcel is an up-slope lot with a flat building pad in the middle of the site. The proposed home <br />includes 8,002 square feet of conditioned livable floor area, plus an attached 985 square-foot <br />garage and 1,692 square feet of decks and stairs. The in-law cottage includes 450 square feet of <br />livable area, 300 square feet of stairs and decks, and a 576 square-foot garage. The proposal also <br />includes a single-story, 288 square-foot accessory pool house. <br /> <br />Section 2-582of the Zoning Code requires Major View Preservation/Site Plan Review for two- <br />and three-story development in the RS- VP Sub-District. In addition, because the proposed home <br />and in-law unit exceeds the 18- foot height limit, with average roof heights of 30 feet and 24 feet, <br />respectively, measured from grade at approximate mid-slope, the proposal will require approval <br />of a Height Exception. Both of these applications are subject to review by the Board of Zoning <br />Adj ustments. <br /> <br />Staff review of the proposal, including an informal recommendation by the Zoning Enforcement <br />Official and extensive field analysis of the impact of the new development on the surrounding <br />
