<br />does not unreasonably block or diminish neighbors' views of distant and scenic <br />features, such as the SaD Francisco Bay and surrounding opeD spaces aDd skylines, to <br />any greater degree than would a proposal for construction that conformed to the <br />height limits of the RS-VP sub~district. <br /> <br />Due to the steep slope of the lot, the views currently enjoyed by neighbors would be <br />retained. The adjacent neighbors to the north on Vistagrand Drive should not be affected <br />by the new structure, as their primary view sheds not obstructed due to the steep down <br />sloping ofthe subject site from their homes. For the two homes on Darius Way located to <br />the west and south, the view orientation is not impacted as the homes are well to the east. <br /> <br />General Plan Conformance <br /> <br />The subject site is designated Low Density Residential in the City of San Leandro General Plan. <br />This designation allows for residential density up to 6 units per gross acre. This proposal is for <br />two units on 1.49 acres, which falls within the Low Density Residential parameters. <br /> <br />The following policies of the General Plan are applicable to the proposed project: <br /> <br />Policy 3.04 Encourage infill development on vacant or underused sites within residential <br />areas. <br /> <br />Policy 3.09 Encourage the provision of a significant amount of executive housing as part of <br />an effort to maintain and diversity the City's economic base. <br /> <br />Policy 27.03 Encourage the use of native vegetation and drought tolerant non-native <br />vegetation in landscaping plans. <br /> <br />Policy 27.04 Maintain local planning and building standards that encourage the efficient use <br />of water through such measures as low-flow plumbing flXtures and water-saving <br />appliances. Require water conservation measures as a condition of approval for <br />major developments. <br /> <br />Policy 29.01 Require soils and/or geologic reports for development in areas where potentially <br />serious geologic risks exist. <br /> <br />Policy 29.03 Ensure that development within landslide-prone or geologically hazardous areas, <br />where feasible, does not contribute to higher hazard levels on adjacent or nearby <br />properties. Require drainage and erosion control provisions in such areas to <br />avoid slope failure and to mitigate potential hazards to other properties. <br /> <br />The project complies with the above policies and its General Plan designation, with <br />recommended Conditions of Approval for compliance to Building Code standards for low-flow <br />plumbing and review of landscape plans for native, drought toleratnt species.
