DRAFT MINUTES
Page 10
November 20, 2006
City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting—

authority. Councilmember Starosciak stated that the San Leandro firefighters deserve to be
part of the San Leandro family, and she asked the City Council to find ways to help bring
them back into the family.

Councilmember Stephens complimented Councilmember Starosciak on her analysis of the
Fire safety contract, and he stated that he shares her concerns about the contract. He
recognized the staff’s careful analysis of the provision of the City’s fire services, but he
stated it is probably time to revisit the contract with the new Council. Councilmember
Stephens also hoped the new City Council would advance the idea of a truancy ordinance
similar to one developed by the City of Fremont in coordination with the Fremont Unified
School District.

Mayor Young commented that the George Mark Children’s Home will be co-hosting with
UCSF a benefit screening of Charlotte’s Web at the Metreon on December 12, and she
announced that she has tickets available. Mayor Young commented that on December 13,
the City of San Leandro will host the Alameda County Mayors Conference at the new
Aquatics Center, and she invited the Council to attend.

Mayor Young expressed gratitude to Councilmember Starosciak for taking on the tasking of
researching the Fire Service contract. She appointed Councilmembers Starosciak and
Stephens to an ad hoc committee to begin discussions on the matter and work with the City
Manager to bring information through the appropriate Council Committees to the City
Council.

Mayor Young commented on the post-election transition, and the many changes that will
need to be made. She pointed out the need to maintain the continuity of leadership on the
regional bodies on which the Council has membership, and she stated her intention to place
on the December 4, 2006 agenda the following appointments to be effective January 1, 2007
(at the request of Mayor-elect Santos): Councilmember Santos to the East Bay Dischargers
Authority, Councilmember Starosciak to the Congestion Management Agency and Vice
Mayor Grant to the Waste Management Authority. There was consensus of the Council to
do so.

Mayor Young commented that she would be adjourning tonight’s meeting in memory of
Elwood Jack Graves, the son of her late neighbor; and Gladys Mary Tucknott, mother of
Bob Tucknott.

13. ADJOURN

The meeting was adjourned at 8:55 p.m. and
?

In memory of Elwood Jack Graves.
?

In memory of Gladys Mary Tucknott.
