DRAFT MINUTES <br /> Page 3 <br />November 20, 2006 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting— <br /> <br /> <br />Councilmember Badger asked the presenters to address the “skip effect,” or the sound <br />bouncing off the wall and up the hill. Mr. Kinoshita described reflected noise, the <br />potential for which would be closer to the freeway than up the hill, would be masked <br />by the traffic noise itself, and would be an increase of less than two decibels. He <br />stated that the residents in Bay O Vista should not experience any additional traffic <br />noise as a result of the sound wall. <br /> <br /> <br /> 3. PUBLIC HEARINGS <br /> <br />Public Hearing Comments are limited to 5 minutes per speaker, subject to adjustment by the <br />fill out a speaker card <br />Mayor. The public is invited to make comments on items of public interest <br />NOT <br /> listed on the Agenda. <br /> <br />Fred Reicker, Bay O Vista Improvement Association, addressed the City Council, <br />expressing concern regarding noise reflected upward from the sound wall toward Bay O <br />Vista and the unopposed portion of the sound wall on the east side of the freeway. Mr. <br />Reicker urged the Council to elicit new public input on the sound wall project. <br /> <br />Harold Perez, San Leandro resident, addressed the City Council, suggesting the “No Right <br />Turn on Red” sign at Davis Street near Costco be illuminated. Mr. Perez commented on <br />sound walls in his neighborhood. <br /> <br />Linda Perry, Halcyon/Foothill Homeowners Association, addressed the City Council, <br />commenting on the public process for the I-580 sound wall project and requesting that the <br />Council ensure there is a process for keeping residents informed. Ms. Perry commented that <br />she believed the sound levels have increased since the last measurements were taken. She <br />requested that notification issues be addressed. <br /> <br />
