DRAFT MINUTES
Page 6
November 20, 2006
City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting—

assistance in exchange for certain upgrades to the property; and 2) a requirement that
a waiver of the Transient Occupancy Tax (TOT) for long-term occupants of the hotel
could not be requested. Mr. Sims noted that this type of TOT waiver is a common
provision of most municipalities for corporate employees. The developer approached
the City to request removal of this condition in order to level the playing field and
allow the Hilton Garden Inn to compete for airline contracts. In exchange for
removing this condition, the RDA would discontinue payments toward the $210,000
assistance, with the exception of the advance made for the Development Fee for Street
Improvements (DFSI) fee which was paid at the time the building permit was issued.
Mr. Sims pointed out that no TOT revenue would be gained or lost by granting the
waiver.

M/S/C Grant and Badger. Ayes: 7; Noes: 0

10. ACTION ITEMS

Public comments are limited to 3 minutes per speaker per item, subject to adjustment by the
Mayor.

Resolution No. 2006-127
A., Resolution Adopting the EveryOne Home, Alameda
Countywide Homeless and Special Needs Housing Plan (provides an opportunity to
work more closely with community and regional partners, to participate in a national
model and Countywide strategies to end homelessness, and to coordinate and leverage
resources). (3103)

Mr. Jermanis provided background on the matter and introduced Housing/CDBG
Manager Tom Liao.

Mr. Liao gave a short PowerPoint presentation describing the EveryOne Home,
Alameda Countywide Homeless and Special Needs Housing Plan, outlining the goals
of the Plan, and providing responses to the questions raised by the Council at its
October 23, 2006 Work Session. Mr. Liao indicated that the Council is being asked to
adopt the Plan, which is a Countywide plan to end chronic homelessness. Elaine
deColigny from Building Futures with Women and Children, and Linda Gardner from
the Alameda County Housing & Community Development Department, were present
to respond to the Council’s questions.

Councilmember Nardine asked about the City’s action with regard to Goal 4 of the
Plan. Mr. Liao noted that the County would take the lead on data gathering for the
Plan, and the City would be providing input on how the data is collected.
Councilmember Nardine suggested that the City action for Goal 4 could be the
coordination of delivery of the City’s data to the County.

Councilmember Santos commented that major corporations contribute to the homeless
problem through layoffs and downsizing and should therefore contribute to the cost of
providing homeless assistance.
