DRAFT MINUTES
Page 8
November 20, 2006
City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting—

sentiment and public will around the issue of homelessness. She thanked the Council
for its support of the Plan.

The Reverend Rob Droste, All Saints Episcopal Church, addressed the City Council,
commenting on the importance from a spiritual perspective of lifting up the dignity of
every human being. Rev. Droste noted that we tend to judge the homeless, yet their
presence on the street judges us. He thanked the Council for their action to move this
important cause forward.

Tom Breckenridge, Interfaith Homelessness Network, addressed the City Council,
commenting that the Plan both addresses the fundamental moral obligation to take
care of our neighbors and avoids the enormous costs of homeless services. Mr.
Breckenridge pledged IHN’s support toward making the Plan work.

Peggy Combs, San Leandro resident, addressed the City Council, praising the Council
for its leadership in working to solve the homeless problem.

End of Public Comments on Item 10.A.

Mayor Young commented on the work by the U.S. Conference of Mayors on the issue
of homelessness. She noted that Alameda County may be the first county in the nation
to leverage support and resources for homeless prevention among its cities. Mayor
Young indicated that as a smaller city in the County, San Leandro can show the other
smaller cities that they can make a difference on the homeless issue. She noted the
actions San Leandro has already taken in support of homeless prevention, such as
monetary support for the Bessie Coleman Court transitional housing project in
Alameda, support for shelters such as Building Futures with Women and Children, and
its 15% Inclusionary Housing Ordinance.

M/S/C Santos and Nardine.
