Ayes: 7; Noes: 0 <br /> <br />The newly-appointed and reappointed Youth Advisory Commissioners who were <br />present took the Oath of Office administered by City Clerk Marian Handa. <br /> <br />C. Update from Congestion Management Agency (CMA) on Sound Wall Installations on <br />Interstate 580. <br /> <br />Mayor Young provided a history of the 1-580 sound wall project, which was initiated in <br />the 1980s through a petition to the State of California by the Overton and Franco <br />families and their neighbors. After many years on hold with Caltrans, the project was <br />turned over to the CMA. Mayor Young introduced Matt Todd, Senior Transportation <br />Engineer from the CMA. <br /> <br />Mr. Todd introduced members of the project team. He gave a PowerPoint presentation <br />on the sound walls proposed for construction near 1-580. The project will involve the <br />construction of over 8,000 feet of sound wall at a cost of approximately $5.5 million. <br />The presentation addressed the project description, design, timeline, issues and <br />solutions. Mr. Todd estimated that the project would go out to bid in Fall 2007, and <br />construction would begin in early 2008. <br /> <br />Mayor Young asked Mr. Todd to address the sound studies. Mr. Todd commented that <br />prior to commencement of the project design work, a noise barrier scope study report <br />had been prepared. Glenn Kinoshita, Senior Transportation Engineer for Caltrans, <br />indicated that the proposed sound wall should reduce noise to the residents by at least <br />five decibels. <br /> <br />Vice Mayor Grant expressed appreciation for the project update. <br /> <br />Councilmember Starosciak asked whether the proposed sound wall would block views <br />to residents that may not be aware of the project. Mr. Todd reported that public <br />workshops were conducted in 2003, and at that time some residents expressed concern <br />about the obstruction of views. Since the concerned resident's yard was at the endpoint <br />of the wall, Mr. Todd indicated that it was possible to remove the section of the wall <br />without severely impairing the noise reduction. <br /> <br />Vice Mayor Grant asked if there has been recent contact to ensure new residents are <br />aware of the project. Mr. Todd indicated that once the design details have been worked <br />out, another round of outreach will be conducted. <br />
