<br />MINUTES Page 6 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-November 20, 2006 <br /> <br />removal of this condition in order to level the playing field and allow the Hilton Garden <br />hID to compete for airline contracts. In exchange for removing this condition, the RDA <br />would discontinue payments toward the $210,000 assistance, with the exception of the <br />advance made for the Development Fee for Street hnprovements (DFSI) fee which was <br />paid at the time the building permit was issued. Mr. Sims pointed out that no TOT <br />revenue would be gained or lost by granting the waiver. <br /> <br />M/S/C Grant and Badger. Ayes: 7; Noes: 0 <br /> <br />10. ACTION ITEMS <br /> <br />Public comments are limited to 3 minutes per speaker per item, subject to adjustment by the <br />Mayor. <br /> <br />A. Resolution No. 2006-127, Resolution Adopting the EveryOne Home, Alameda <br />Countywide Homeless and Special Needs Housing Plan (provides an opportunity to <br />work more closely with community and regional partners, to participate in a national <br />model and Countywide strategies to end homelessness, and to coordinate and leverage <br />resources). (3103) <br /> <br />Mr. Jermanis provided background on the matter and introduced HousinglCDBG <br />Manager Torn Liao. <br /> <br />Mr. Liao gave a short PowerPoint presentation describing the EveryOne Horne, <br />Alameda Countywide Homeless and Special Needs Housing Plan, outlining the goals of <br />the Plan, and providing responses to the questions raised by the Council at its October <br />23,2006 Work Session. Mr. Liao indicated that the Council is being asked to adopt the <br />Plan, which is a Countywide plan to end chronic homelessness. Elaine deColigny from <br />Building Futures with Women and Children, and Linda Gardner from the Alameda <br />County Housing & Community Development Department, were present to respond to <br />the Council's questions. <br /> <br />Councilmember Nardine asked about the City's action with regard to Goa14 of the Plan. <br />Mr. Liao noted that the County would take the lead on data gathering for the Plan, and <br />the City would be providing input on how the data is collected. Councilmember <br />Nardine suggested that the City action for Goal 4 could be the coordination of delivery <br />ofthe City's data to the County. <br /> <br />Councilmember Santos commented that major corporations contribute to the homeless <br />problem through layoffs and downsizing and should therefore contribute to the cost of <br />providing homeless assistance. <br /> <br />Vice Mayor Grant noted that EveryOne Home is a very ambitious program which <br />addresses needs that are critical to the community. She asked if the burden of <br />implementing the Plan would be borne by the County. Mr. Jermanis indicated that the <br />County would lead the effort and would look to the cities to contribute staff support for <br />
